<Title>AAOU SSC Responsibility Matrix Update - Terminations</Title>

    <div class="html-content">Good Morning,<div>Attached to this post, please find an updated copy of the AAOU SSC responsibility matrix. We have added a section to explain the process and responsibilities for terminations and mass terminations. </div><div><br></div><div>To summarize, individual terminations need to be submitted via RT, with the resignation letter or termination memo attached to the request as supporting documentation. For instances where multiple employees are being terminated at the same time, departments should make sure that <strong>ALL </strong>of the following things are true:</div><div><br></div><div>-- Effective termination date is the same for all employees being terminated</div><div><br></div><div>-- Reason for termination is the same for all employees being terminated</div><div><br></div><div>-- Department from which employees are being terminated is the same for all employees being terminated</div><div><br></div><div>If all of these criteria are met, the department should fill out the mass termination spreadsheet, which is also attached, and can be found on our website, under "Departmental Resources." <Title>RT SYSTEM ISSUES: DoIT Currently Working on Fix</Title>

    <div class="html-content">Good Afternoon,<div><br></div><div>It was brought to our attention that the Journal Entry "Request Type" drop down option is not working. When the option is selected, all information can be entered, however upon submission of the ticket, the request does not go through, and a confirmation notice and email is not received by the requestor.</div><div><br></div><div>DoIT has been made aware of the issue, and is working to fix it as soon as possible. Once the issues has been fixed another notification will go out.</div><div><br></div><div>If anyone experiences issues with any other RT Request Type options, please notify Vania Cruz directly to expedited resolution of the issue. </div><div><br></div><div>Please remember, all RT ticket submissions should receive an email confirmation, if an email confirmation is not received it is highly likely your request did not go through. If this happens please attempt to submit your request again <em>(since generally this is due to the system timing out and will be resolved upon resubmission) </em>however, if the issue persists, please contact Vania Cruz so the issue can be looked into further.</div><div><br></div><div>Thank you for your understanding and patience as we work to get the Journal Entry request type back online.</div><div><br></div><div>AAOU SSC Team</div></div>

<Title>Updated AAOU SSC Responsibility Matrix</Title>
<Tagline>We made some updates to contract processing procedures</Tagline>

    <div class="html-content"><div>Good Afternoon,</div><div>We have recently made some updates to our AAOU SSC Responsibility matrix to reflect the process of paying invoices against existing UMBC vendor contracts, as well as how to establish a new contractual vendor agreement. The updated version of the responsibility matrix can be found attached, or on our website under "AAOU SSC Department Resources."</div><div><br></div><div>To summarize, the AAOU SSC is not involved in the process for establishing new contracts. It is the department's responsibility to submit a "New Contract Request Form" in PAW or work with your POC in Procurement to get contracts submitted, reviewed, negotiated, and executed. Once a contract number is received from Procurement, invoices will be able to be charged against the contract. When invoices are received from contracted vendors, the department needs to review and verify that all goods or services have been received. Once verified, an RT ticket should be submitted to the AAOU requesting payment of the invoice. In the RT ticket, please make sure that the contract number is provided, so the AAOU SSC staff knows that a contract exists. It will also be the department's responsibility to work with Procurement to ensure that all contracts are renewed timely, if there are more expected invoices from the vendor.</div><div><br></div><div>If you have any questions, please let us know.</div><div><br></div><div>Thank you,</div><div>AAOU SSC Team</div></div>

    <div class="html-content"><div>AAOU SSC has made some recent updates to our RT system, please see below for a list of updates:</div><div><br></div><div><strong><u>Request Type:</u></strong> <strong>Payroll and Hiring</strong></div><div><strong><u>Payroll Action:</u> "New Hire" (All)</strong></div><div><strong><u>Update(s):</u></strong> <strong><em>Added Fields</em></strong></div><div><br></div><div><strong>Citizenship Status</strong> - due to necessary process changes required to ensure the accuracy and efficiency of remote on boarding, we have added a new required field on ALL "New Hire" RT tickets requesting the new hires citizenship status. It is important to note, the department should not inquire with the new hire about their citizenship status until AFTER an offer of employment has been made and accepted. </div><div><br></div><div>The new field requires the department to know the new hire's citizenship status prior to submitting the RT ticket. The "Employee's Citizenship Status" field is a drop down box, with two options "US CITIZEN" OR "INTERNATIONAL", if "INTERNATIONAL" is selected, the system will then prompt you to provide:</div><div><strong><br></strong></div><div><strong>Citizenship Classification -</strong> the classification type is selected from a drop down menu with twelve (12) potential options:</div><div><br></div><div><strong>PERMANENT RESIDENT</strong></div><div><strong>PERMANENT RESIDENT APPLICANT</strong></div><div><strong>ASYLEE, REFUGEE OR TPS</strong></div><div><strong>F-1 STUDENT</strong></div><div><strong>J-1 STUDENT</strong></div><div><strong>J-1 NON- STUDENT</strong></div><div><strong>J-2 SPOUSE</strong></div><div><strong>H-1B WORKER</strong></div><div><strong>G-4 DEPENDENT OF G-1</strong></div><div><strong>O-1</strong></div><div><strong>TN</strong></div><div><strong>PENDING IMMIGRANTS (PP)</strong></div><div><br></div><div><strong><em>Citizenship Status and Classification (when applicable) are needed as part of the on boarding process to ensure all appropriate paperwork is sent to the new hire for completion.</em></strong><br></div><div><br></div><div>Please begin to incorporate these questions into your hiring process <strong><u>AFTER</u></strong> an offer has been made <strong><u>AND</u> </strong>accepted. <em><u>Under no circumstances should an applicant be asked these questions <strong>prior to formally accepting an offer of employment</strong>.</u></em><em><u> </u></em></div><div><br></div><div>In an effort to support departments that do not already have an information collection system for new hires, AAOU SSC has created a short form for your use. Please see the attached document.</div><div><br></div><div><div><strong><u>Request Type:</u></strong> <strong>Payroll and Hiring</strong></div><div><strong><u>Payroll Action:</u> Department Budget Earnings</strong></div><div><strong><u>Update(s):</u></strong> <strong><em>Multi-Chartstring Table Added</em></strong></div></div><div><strong><em><br></em></strong></div><div>DoIT has created a multi-chartstring table for situations when an employee's funding is paid by multiple funding sources. When submitting DBE updates, you will now provide the existing (current) DBE allocation for the employee, and then the updated (new) DBE allocation for the employee using the embedded multi-chartstring table(s). The tables will allow you to "Add" and "Delete" rows for all chartstrings being used. Please note, you only need to enter information for chartstrings that have a % allocation. Once the department is selected from the drop down menu, the multi-chartstring table will auto populate with all chartstrings for the selected department. You will enter the % allocation to each chartstring, for the current DBE allocation, totaling to 100% and then in the next table you will enter the % allocation to each chartstring for the new DBE allocation, totaling 100%.</div><div><br></div><div><em>It is important to note, the system will not let you submit the ticket unless both the current and new allocations total 100%.</em></div><div><br></div><div>We understand that there are instances where an employees salary may be funded across multiple departments, in those situations, you have the option to "Add Row" and manually enter the chartstring information for the other department, along with that department's Approver Name and Email Address. Once the ticket is submitted all department approvers will receive an email notification that they need to approve the RT ticket. AAOU SSC will process the ticket once all necessary approvers have responded to the ticket with "Approved".</div><div><br></div><div><div><strong><u>Request Type:</u></strong> <strong>Payroll and Hiring</strong></div><div><strong><u>Payroll Action:</u> Pay Rate Change</strong></div><div><strong><u>Update(s):</u></strong> <strong><em>Added Field</em></strong></div></div><div><strong><em><br></em></strong></div><div><strong>Current Pay Rate</strong> field added ahead of <em>New Pay Rate</em> field. Moving forward when submitting pay rate changes departments will be required to provide the employees current rate of pay, as well as the new rate of pay.</div><div><br></div><div><div><strong><u>Request Type:</u></strong> <strong>Payroll and Hiring</strong></div><div><strong><u>Payroll Action:</u> Termination</strong></div><div><strong><u>Update(s):</u></strong> <strong><em>Removed Field</em></strong></div></div><div><strong><em><br></em></strong></div><div><span><strong>Is the Employee on UMBC Payroll</strong> field has been removed, this question was unnecessary, since if they are being terminated, it is clear, they are currently on UMBC payroll.</span></div><div><br></div><div><div><div><strong><u>Request Type:</u></strong> <strong>Payroll and Hiring</strong></div><div><strong><u>Payroll Action:</u> Paper Timesheet </strong></div><div><strong><u>Update(s):</u></strong> <strong><em>Updated Link</em></strong></div></div><div><strong><em><br></em></strong></div><div><span><strong>Paper Timesheet </strong>link has been updated with our fillable PDF version of the timesheet, which allows one click electronic signature via adobe for the employee and supervisor signature fields. The fillable timesheet can also be found on our website <strong><a href="https://aaoussc.umbc.edu/aaou-resources/" rel="nofollow external" class="bo">here</a></strong>.</span></div><div><span><br></span></div><div><div><strong><u>Request Type:</u></strong> <strong>Purchasing</strong></div><div><strong><u>Update(s):</u></strong> <strong><em>Multi-Chartstring Table Added</em></strong><br></div></div><div><br></div><div>Similar to the update made to the DBE request type, DoIT has added a multi-chartstring table for Purchasing requests, to allow the department to split purchases between multiple chartstrings when necessary. The department will have the option to enter an amount <strong><u>or</u></strong> percentage in the multi-chartstring field. The amount across all chartstrings used, must total the "Total Amount" listed from the Item price/quantity table. If Percentage is used instead of Amount, the % across all chartstrings utilized must total 100% in order for the system to allow you to submit the ticket.</div><div><br></div><div>We understand that there are instances where departments may share the cost of specific products/services across campus, in those situations, you have the option to "Add Row" and manually enter the chartstring information for the other department, along with that department's Approver Name and Email Address. Once the ticket is submitted all department approvers will receive an email notification that they need to approve the RT ticket. AAOU SSC will process the ticket once all necessary approvers have responded to the ticket with "Approved"</div><div><br></div><div><em>AAOU SSC is continuously working on updating our systems, and processes in an effort to streamline workflows and increase efficiency. <Title>Guidelines: Student One Pay &amp; Zero Comp Appointments</Title>

    <div class="html-content"><p><strong><em><span>Important Reminder: You MUST submit RT tickets and supporting
    documentation to the AAOU SSC by the deadlines shown on the AAOU SSC deadline
    calendar. DO NOT use the HR deadline calendar for submission of RT tickets to
    the AAOU SSC, or you may miss the deadline.</span></em><u><span></span></u></strong></p>
    
    <p> </p>
    
    <p>The standard
    for student appointments is that they be placed on payroll in an hourly
    status.<span>  </span>There are instances, however,
    when the nature of work prevents departments from measuring work on an hourly
    basis.<span>  </span>In those instances, a request <strong><em><u>must
    be submitted to the back-office payroll manager prior</u></em></strong> to placing
    the Student employee on payroll in a zero-compensation status, or on a one-pay
    appointment for approval.<span>  </span></p>
    
    <p> </p>
    
    <p><strong><u>ONE PAY APPOINTMENTS (Requires
    Pre-approval):</u></strong></p>
    
    <p>If you need
    to submit a student into a one pay appointment, the following information must
    be submitted: </p>
    
    <p><span><span>·<span>       
    </span></span></span>Written request to the HR Payroll Manager
    (electronically), <strong><span>copying the AAOU SSC Business Specialist (Mike Renda) and
    Associate Director (Vania Cruz)</span></strong></p>
    
    <p><span><span>·<span>       
    </span></span></span>Will the appointment be project-based and for a
    limited number of hours?</p>
    
    <p><span><span>·<span>       
    </span></span></span>Will the work be completed in less than 4 weeks
    (<strong><em><u>2 consecutive pay periods</u></em></strong>)?</p>
    
    <p><span><span>·<span>       
    </span></span></span>Will this student be returning to the department
    within the same semester for another one-pay appointment?</p>
    
    <p><span><span>·<span>       
    </span></span></span>Has the student already completed the work and
    the department neglected to submit the initial payroll packet.<span>  </span><strong><em><u>This should be rare and department
    should have this type of payment preapproved by HR.</u></em></strong></p>
    
    <p> </p>
    
    <p><strong><span>After you have
    received your approval from HR to place students into a one pay appointment, you
    need to submit an RT request to the AAOU SSC, as you normally would, and you
    must include the approval of your request from HR as an attachment to your ticket</span></strong><span>.</span></p>
    
    <p> </p>
    
    <p><strong>ZERO COMPENSATION
    APPOINTMENTS:</strong></p>
    
    <p>In some
    instances, a department may need to place a student employee on payroll at zero
    compensation based upon the nature of work<strong>. <em><u>These may be submitted via
    the normal new hire/concurrent job process.<span> 
    </span>This work is:<span>  </span></u></em></strong></p>
    
    <p><span><span>·<span>       
    </span></span></span>Not measured on an hour for hour basis;
    (Examples: Student Notetakers (paid by the number of lessons submitted),
    Retriever writers (paid flat amount by the article), Students who make their
    dorm room available during tour (paid flat amount by the day))</p>
    
    <p> </p>
    
    <p><span><span>·<span>       
    </span></span></span>A special project that will last beyond <strong><em><u>4
    weeks</u></em></strong>, but requires sporadic hours; work output is based on project
    deliverable vs number of hours worked.<span> 
    </span>The Student has a specific period to get the work completed and then
    lump sum payment will occur.<span>  </span>In this instance,
    the department should be able to approximate the number of hours it will take
    to complete the work.<span>  </span><strong><em><u>As long
    as the number of hours divided into the flat amount is equal to or above the
    current minimum wage, the zero-comp appointment will be processed.</u></em></strong></p></div>

    <div class="html-content">Good Afternoon AAOU SSC Departments,<div><br></div><div>The FY21 HR Paperwork Deadline Calendar is now available for July 2020 through October 2020 (PR-2020-001 to PR-2020-010). <Title>DocuSign: Initiator Access</Title>

    <p>Recently, the
    AAOU SSC posted instructions explaining how to route documents through DocuSign
    in order to obtain the appropriate signatures. It has been brought to our
    attention that some do not have “Initiator” access within DocuSign, and are running
    into an issue where the option to create a “New” DocuSign envelope is not
    available. If you are running into this issue, please submit an RT ticket to
    DoIT requesting initiator access, which will enable the functionality to create
    new signature envelopes. </p>

<Title>HELPFUL TOOLS: FYE Carryforward &amp; Projected Expense Tracker</Title>

    <div class="html-content">Good Afternoon AAOU SSC Departments,<div><br></div><div>The AAOU SSC has developed a <strong>Fiscal Year End Carryforward and Projected Expense Tracking Sheet </strong>for departments optional use moving forward.</div><div><br></div><div>Per guidance from the Central Budget Office, departments should not budget for the use of carryforward in their working budget files, since carryforward amounts are not guaranteed, and you will not have your carryforward information until after the start of the new fiscal year.</div><div><br></div><div>This tool is to aid departments in planning for the use of carryforward, and tracking actuals internally since it can not be tracked in the working budget file. This tool may be used for each fiscal year moving forward, starting with FY21.</div><div><br></div><div><strong>Please keep in mind we have not been notified of what impact(s) COVID-19 may have on the FY21 budget and/or FY20 carryforward, so this it only to be used as a projection tool until you have received confirmation of your true carryforward balance.</strong></div><div><br></div><div>The attached tool has an <em>"Instructions"</em> tab and an <em>"Example" </em>tab to assist you with how to utilize the tracker.
