    <p>New Forms for Sole Source &amp; Emergency Justifications</p>
    <p>Dear Colleagues,</p>
    <p>We are excited to share some updates that will make your procurement requests easier and more efficient.</p>
    <p>By way of this announcement, we are releasing the <strong>revised Sole Source Justification Form</strong> <em>and</em> a brand-new <strong>Emergency Justification Form</strong> for emergency procurements.</p>
    <p>Our goal in updating and creating these forms was simple: to make them <strong>more user-friendly</strong>
     while ensuring continued compliance with all procurement regulations. 
    The questions are clearer, the instructions are more streamlined, and 
    the process should feel smoother for everyone.</p>
    <p>Here’s what you need to know:</p>
    <ul>
    <li>
    <p>All sole source procurement requests must now use the revised Sole Source Justification Form.</p>
    </li>
    <li>
    <p>All emergency procurement requests must use the new Emergency Justification Form.</p>
    </li>
    <li>
    <p>Both forms can be found here: <a href="https://procurement.umbc.edu/paw-procurement-training/">https://procurement.umbc.edu/paw-procurement-training/</a>.</p>
    </li>
    <li>
    <p>Completed forms must be attached to your requisition or contract request in PAW.</p>
    </li>
    <li>
    <p>Please note that the sole source questions within PAW will no longer be available.</p>
    </li>
    </ul>
    <p>We encourage you to take a moment to review the
     new forms and begin using them right away. We’re confident you’ll find 
    them easier to complete and more helpful in capturing the necessary 
    information.</p>

<Title>Deadline for Submitting Moving Expense Payment Requests</Title>

    <p>This is the time of year when departments are submitting payment requests to reimburse newly hired employees for moving expenses. As a reminder, reimbursements for moving expenses are fully taxable. Business Services is required by the State of Maryland to report these requests quarterly, and the applicable tax is withheld over multiple pay periods.</p>
    <p>To ensure there are sufficient pay periods remaining in the calendar year to spread the tax withholding, payment requests for moving expenses must be submitted to Business Services and approved by the department no later than <strong>COB Monday, October 6th</strong>. Requests received after this date will be returned, and you will need to resubmit them after <strong>January 1, 2026</strong>.</p>

    <div>This event showcased our current contracted vendors, State of Maryland preferred vendors, as well as a diverse range of Minority- and Small-Business partners. It was a fantastic opportunity to connect vendors with the UMBC community and highlight the wide variety of products and services available to support our campus.</div>

    <div>We were excited to welcome approximately 100 UMBC faculty and staff who joined us for the day. Below are a few photos capturing the energy of the event.</div>

    <p>This event is a great opportunity to connect one-on-one with 
    representatives from over 30 suppliers. You'll meet with a diverse group
     of partners, including small businesses (SBR), minority-owned 
    businesses (MBE), preferred vendors, and punchout suppliers.</p>
    <p>Attendees can network with businesses specializing in a wide range of
     fields, including food &amp; beverage, event planning, branding and 
    marketing, IT, consulting, construction, life coaching, AV, janitorial 
    services, and educational organizations.</p>
    <p>We encourage all faculty and staff to attend and explore the wide

    <p>Creating invoices in PAW - Whether you’re paying a vendor or closing out a purchase order, it’s important to know when you need to create the invoice yourself — and how to do it correctly. This quick guide will help you avoid delays, stay compliant, and get vendors paid on time.</p>
    <p><strong>Do you need to create the invoice?</strong></p>
    <ul>

    <p><strong>Punch-out vendors:</strong> PAW creates a system invoice automatically.</p>
    </li>
    <li>
    <p><strong>All others / contracts:</strong> You’ll need to enter the invoice manually in PAW.</p>
    </li>

    <ul>

    <p>Don’t submit before the invoice date.</p>

    <p>Match supplier name, address, and PO info exactly.</p>

    <div>Procurement and Strategic Sourcing is excited to share an update that was released with the most recent development upgrade to PAW.  </div>

    <div>You are able to change the default view on the "search AP request" 
    page so that suppliers will, by default, appear on the list.  
    Unfortunately, our office is not able to make this change system-wide and this
