    <div class="html-content">Effective March 1, 2018, grants made to institutions of higher education and non-profit
    organizations will incorporate by reference the Research Terms &amp; Conditions dated
    March 14, 2017 and the NSF Agency Specific Requirements dated March 1, 2018. The
    Research Terms &amp; Conditions will not be applied to NSF cooperative agreements or to
    NSF fellowship awards made to individuals.<div><br></div>
    <div>Unless otherwise noted in a specific article, the NSF Agency Specific Requirements
    apply to all new NSF grants and funding amendments to existing NSF grants awarded
    on or after March 1, 2018 to institutions of higher education and non-profit organizations. </div>

    <div class="html-content">The Modern Languages, Linguistics, and Intercultural Communication Department presents the Spanish Film Club Series:<br><br><ul>

    <span><em><strong><em>Guaraní</em></strong> (2015, Paraguay) - </em></span><span><span>Part road movie and 
    part coming-of-age drama, the film portrays two generations of 
    Paraguayans whose views of the world seem centuries apart. The long 
    journey will make Atilio and Iara understand the real meaning of 
    traditions and family bonds. </span></span><br><span><span><span><strong>Screening will take place on February 22 from 7-9PM in Fine Arts 215.</strong></span></span></span>

    <span><span><em><strong>The Crow's Nest</strong></em> (2014, El Salvador) - </span></span><span>The first fiction film from El Salvador to be produced since 1969 and the first ever to see a worldwide release, </span><span>The Crow’s Nest </span><span>follows
     Don Cleo, a humble piñata salesman who receives an extortion letter at 
    his doorstep. If he doesn’t pay $500, a small fortune for him, within 72
     hours, he will be killed. Don Cleo quickly decides to gather the money 
    through friends, but the harder he tries to raise the funds, the deeper 
    into trouble he gets. If Don Cleo hopes to survive, he’ll have to face

<Title>Pro-Rating F&amp;A Rate Changes in Propsal Budgets</Title>

    <p><strong>Starting immediately <span> </span>we recommend using the following as the F&amp;A
    rate budget justification when a proposal includes <span> </span>on-campus research.<span> 
     Previously it was suggested that F&amp;A be budged based on the rate 
    for the majority of the project year.  This has caused some confusion 
    when F&amp;A periods are set during the award process.  Also,  if using 
    the detailed budget in Kuali the pro-rated F&amp;A will be automatically
     calculated.  Therefore OSP is not recommending that for budgeting 
    purposes if there is a change in the F&amp;A rate during a project year 
    F&amp;A calculations be pro-rated based on the number of months at each 
    rate.<br></span></strong></p>
    <p><strong>All other UMBC F&amp;A rates do not change
    throughout the life of the new F&amp;A Rate Agreement and therefore do not need
    special explanation, so the standard wording can be used for those
    justifications.<span>  </span>Please see the new

    <p><strong><span>SUBJECT</span></strong><span>: OSP Deadline for Proposal
    Submissions </span></p>
    
    <p><span>OSP
    requests that you deliver your full, ready to submit extramural funding
    proposal to the Office of Sponsored Programs at least <strong>three (3) UMBC
    business days prior to the submission deadline.</strong> This 3-day period
    should help to eliminate most errors in processing. OSP will review and
    submit your proposal. If any changes are needed, OSP will communicate those
    changes to your unit.</span></p>
    
    <p><span>An “<strong><span>expedited review</span></strong>” is
    available to assist principal investigators in the proposal application
    process to allow an internal review at the Office of Sponsored Programs
    (OSP) to occur <u>before</u> the application is fully completed.
    This expedited review requires only the cover page, abstract, detailed
    budget and budget justification, and any necessary documentation such as
    IACUC or IRB approval/application letters as well as budgets, scope of work,
    sub-award commitment form and commitment letters for any subcontracts included
    in the project. A copy of the <strong><span>complete</span></strong> proposal
    must subsequently be submitted to OSP three UMBC business days prior to the
    sponsor deadline.</span></p>
    
    <p><strong><span>Kuali
    Proposal and Budget</span></strong><span> <strong>System</strong> now provides the opportunity for the PI and
    Department Administrator to work with the OSP Support Staff <em>at any stage of
    proposal development process</em> and <em>before</em> the proposal is submitted
    for signature approvals. OSP suggests everyone take advantage of collaborating
    early with your OSP Support Person on your project and budget.<span>   </span></span></p>
    
    <p><span>On-time submissions gives OSP a chance to complete a full review.
    Late submissions may lead to errors and omissions and can result in your
    proposal being rejected for funding by the sponsoring agency.<span>  </span></span></p>

<Title>Updated Subrecipient Form</Title>

    <p><span><span>T</span>here is a new Subrecipient<span>  </span>Commitment Form available on OSP website: <a href="https://research.umbc.edu/files/2014/06/Subrecipient-Commitment-Form-2018.pdf">https://research.umbc.edu/files/2014/06/Subrecipient-Commitment-Form-2018.pdf</a>. The changes to the form address the existence of an FDP (Federal Demonstration Partnership) Expanded Clearinghouse initiative. This initiative provides an online organization Profiles that allow obtaining information needed by OSP when issuing subawards or monitoring subrecipient entities. The new form allows the FDP Expanded Clearinghouse participants to skip the Certifications section on the form. The same will apply to all University System of Maryland units. Please remember to always provide OSP with signed Subrecipient<span>  </span>Commitment Form during the proposal stage as it is one of the UMBC required risk assessment tools.</span></p>
    
    <p><span>In addition, OSP strongly encourages always to use forms and templets available at OSP website as they are updated continuously to meet sponsors current requirements.</span></p>

<Title>New Subaward Process</Title>

    <div class="html-content"><span><p>Effective 02/21/2018 there has been a change to the subaward process. Procurement Office will no longer be involved in generating PO# for new subawards. Under the new process, the department will not request requisition # from the procurement office, and the Subaward # will be assigned by the OSP. Because of this change, the Invoice processing will change as well. After OSP’s initial invoice review an invoice with accompanying Invoice Checklist signed by OSP will be sent to the department for further review. After reviewing the PI and the Department will sign off on the checklist and provide it to the Accounts Payable as an attachment to the Payment Request. The payment request with incomplete checklist form will not be processed by the Accounts Payables and returned to the department. Please remember that per Uniform Guidance all error-free invoices should be processed by the university within 30 days. All invoice related errors or discrepancies should be reported to OSP Subaward Team. </p></span></div>

<Title>Apply for a Dresher Center Faculty Research Fellowship</Title>

    <div><strong>Dresher Center Residential Faculty Research Fellowship applications for fall 2018 are due on April 1, 2018. Applications for spring 2019 are due on May 1, 2018.</strong></div>

    <div>Click <a href="https://dreshercenter.umbc.edu/internal-residential-fellowship-program/" rel="nofollow external" class="bo">here</a> for the proposal instructions and an application form. Applicants should mark on the application form whether they are applying for fall 2018 or spring 2019. </div>
    <div><br></div>
    <div>The Dresher Center for the Humanities invites applications for two Residential Faculty Research Fellowships for Academic Year 2018-19 (one in fall 2018 and one in spring 2019). Funding is intended to support and promote significant humanities research at UMBC. The UMBC Faculty Research Fellows will join our new residential Inclusion Imperative Visiting Faculty Fellows in the Dresher Center. Dresher Center fellowships offer the gift of time, space, and collegial conversation within a robust humanities center environment that will, in turn, enhance the UMBC conversation surrounding inclusive excellence. </div>

    <div>Funding is intended to support and promote significant humanities research at UMBC. Dresher Center Residential Research Fellows will reside at least one day a week in the Dresher Center and receive a release from teaching (up to two course releases) in order to work on a significant humanities research project or the training necessary to embark on such a project. Faculty wishing to develop expertise in a new field or discipline towards a future project are also encouraged to apply. Each Faculty Fellow will have the use of an office in the Dresher Center and will be awarded $550 to hire an undergraduate research assistant (junior or senior) for the semester. </div>

    <div>Faculty Fellows will be encouraged to connect to and share their work with the other fellows in residence, including Inclusion Imperative and graduate student fellows connected to the Center. They will also conduct two research works-in-progress sessions during their semester in residence and participate in other Dresher Center programs.</div>

    <div>All full-time, tenured and tenure-track faculty members pursuing humanities research in the College of Arts, Humanities, and Social Sciences are welcome to submit a proposal. Applications are especially encouraged from, but not limited to, full-time faculty with appointments in departments and programs with a humanities focus. Proposals will be reviewed by the Dresher Center Advisory Board, with decisions on fall semester fellowships by mid-May and decisions on spring semester fellowships by late June.</div>

    <div>On <strong><span><span><span><span>December 31, 2017</span></span></span></span></strong>
     Grants.gov will be retiring the PDF package and will<strong> no longer accept 
    it for applications for federal grants</strong>.  <strong>After this date all 
    applications which previously would have used a <a href="http://grants.gov" rel="nofollow external" class="bo">grants.gov</a> pdf package must use the <a href="http://grants.gov" rel="nofollow external" class="bo">grants.gov</a> online portal, Workspace</strong>.  In order to apply through Workspace all PIs and business managers will need a <a href="http://grants.gov" rel="nofollow external" class="bo">grants.gov</a>
     account ID that is associated with UMBC.  You will need to work with 
    your Office of Sponsored Programs contacts for help creating these 
    accounts.</div>
    <div><br></div>
    <div>Grants.gov Workspace is a web based 
    proposal preparation site and tool that facilitate the completion of 
    proposals submitted through Grants.gov without the transfer of PDF forms
     packages.  Multiple individuals can be granted access to work on the 
    proposal package.  Grants.gov Workspaces can be created from the link on
     the Package tab in the view grant opportunity page.</div>

     Webinar is available that shows a brief run through of a grant 
    application and should help answer many of your questions.  <strong>Anyone 
    submitting or helping with the creation of Grants.gov proposals is 
    strongly encouraged to take the time to view this webinar</strong>. Please

    mimic the old forms, please be advised we are working with a new system 
    which may involve some unexpected delays so it is imperative that grant 
    applications are submitted to OSP early in order to avoid any unforeseen
     problems or delays.  <strong>Until all have adapted to this new system it is
     imperative that PI's follow the standard rule that all proposals must 
    be submitted to OSP three working days in advance of the submission 
    deadline in ready to submit status. <br></strong>
