This workshop is open to all CAHSS faculty at all career stages, including those who are new to research and creative achievement at UMBC.
Participants will learn about the how CARAT collaborates with faculty in the development stage of research and creative achievement, what to expect in a consultation session, and how those early conversations can lay the groundwork for external funding proposals.
There will be time for Q&A. Participants are invited to submit questions in advance on the registration form.

The MII
Program was created to foster the transition of promising technologies
having significant commercial potential from Qualifying Universities, where
they were discovered, to the commercial sector, where they can be developed
into products and services that meet identified market needs. Specifically, it
is the intent of the MII Program to foster the commercialization of such
technologies through technical validation, market assessment, licensing to a
suitable commercial partner or through the creation of start-up companies in
Maryland.
The maximum award for projects spanning two phases of the
Program (Technology Assessment and Company Formation) may total up to $430,000
at a single Qualifying University and up to $480,000 made to two or more
Qualifying Universities submitting joint projects.
UMBC faculty will discuss their experiences in obtaining MII
funding to commercialize their inventions.

Kuali Protocols and Kuali COI notifications- Sent Sunday
Hi All,
Some of you may have been notified recently regarding notifications sent out Sunday. We just wanted to make you aware of an issue Kuali encountered while performing an upgrade to their
core databases during the maintenance window this past Sunday. This issue caused some valid protocol and COI notifications to send in
duplicate to recipients. During the upgrade two of Kuali's notification
servers were inappropriately active at the same time which caused
duplicate notifications to send. This was discovered and resolved
earlier Monday and a retro on this issue will be done to make sure Kuali takes necessary steps to avoid this in the future. We apologize for the
inconvenience and any confusion the duplicate emails sent earlier today
caused. If you have any further questions please let your compliance officer know, if they have not reached out to you already. These emails would have been sent during the
window of 11:38am - 2:54pm PT (the bulk were sent between 11:38am -
11:50am PT) Sunday. Again, we sincerely apologize for the inconvenience and
confusion this caused our users.

IRB Protocols and Minor Participants
Aligning to Updated Institutional Policies
UMBC IRB administrative staff are updating IRB protocol forms in Kuali to align with institutional policy taking effect October 3, 2024 in regard to employees interacting with minors on campus. The updated IRB forms will guide PIs and their research personnel in completing the required fingerprinting and background check through Talent Acquisition, before approving research activities involving minors. For existing IRB protocols, PIs will be prompted to answer these updated form fields when initiating amendments. Additionally, IRB administrative staff will contact PIs of active IRB protocols for research involving minor human subjects, and require these research teams to complete the fingerprinting and background check processes before interacting with any additional minors on campus.
UMBC faculty and staff who need to have background checks and fingerprinting completed can coordinate with HR/Talent Acquisition directly by contacting hrbackground@umbc.edu

OSP Staffing Updates
New Hires and Assignments in OSP
Happy Friday UMBC!
The Office of Sponsored Programs (OSP) is happy to announce that we will be having two new OSP Grants and Contracts Managers joining our team within the next two weeks.
Ms. Taylor Shortt will be joining OSP as a Manager on Monday September 30th. Taylor will be the new OSP Manager for the College of Arts, Humanities, and Social Sciences (CAHSS). Taylor has spent the past several years as a Grants and Contracts Specialist in the College of Natural and Mathematical Sciences (CNMS) here at UMBC.
Ms. Aimee Howell will be joining OSP as a Manager on Monday October 7th. Aimee will be the new OSP Manager for the College of Engineering and Information Technology (COEIT). Aimee most recently was employed as the Director of Finance in the Department of Pathology at UMB, but many here at UMBC will remember her as the former Assistant Director of the UMBC Office of Contract and Grant Accounting (OCGA).
Taylor and Aimee will be joining our other recent late-July hire, Grants & Contracts Specialist Julia Kuhlman, on our re-vamped and re-staffed OSP Team.
With these new hires and assignments, Jamie Cole will now assume the role of OSP Manager for the Office of Earth and Space Research Administration (ESRA) and will also lead the OSP Subawards Team. Additionally, our OSP Assistant Director Cameron McAdams will now be the OSP Manager of The Hilltop Institute and Central Units (Academic Affairs and Other Units).
OSP will be updating our roles and responsibilities webpage for your future reference in the coming days. Please do not hesitate to reach out to OSP (ospa@umbc,edu) or to OSP Director Michael Walsh (

Malign Foreign Talent Recruitment Programs (MFTRPs)
The Office of Research Protections and Compliance (ORPC) has created FAQs to
identify steps required to comply with university and Federal
regulatory requirements. One of the biggest concerns the Federal
government has identified in dealing with foreign engagements are called
Malign Foreign Talent Recruitment Programs (MFTRPs). MFTRPs are
programs funded by foreign governments to recruit key researchers in
order to collect scientific and technical information that is not yet
published or is otherwise restricted. Currently, the Federal government
has identified China, North Korea, Russia and Iran as state sponsors of
MFTRPs.
The White House Office of Science and Technology Policy
issued guidance on MFTRPs on 2/14/2024 which can be found here: OSTP-Foreign-Talent-Recruitment-Program-Guidelines.pdf (whitehouse.gov).
There are currently a number of pending Federal regulations regarding
participation in MFTRPs that will apply to university grant recipients
who accept Federal grant fundings, to include the CHIPS and Science Act
of 2022, NSPM-33 and NSF PAPPG. The Office of Research Protections and
Compliance (ORPC) is responsible for maintaining compliance with the
applicable MFTRP regulations. If you have been asked to engage in a
foreign collaborative project, please complete this form so that ORPC
may assess if the request possesses any risk of being deemed as an
MFTRP: Foreign Partnership Disclosure Form – Google Forms
For

Spring 2024 EFFORT certification due 9/30/2024
MONDAY, Sept 30 is the last business day to certify Effort
To the UMBC Sponsored Award Community,
Thanks to those of you who have completed your Effort Report
Certifications!
This is a reminder that Effort Reports for Spring 2024 are
due no later than Monday, September 30, 2024.
The Spring 2024 period includes Payroll 2024-015 through
Payroll 2024-027 (from December 31, 2023 through June 29, 2024).
Effort Reports are both a Compliance
Tool and a Grants Management Tool. Late effort reports are deemed out of
compliance with federal regulations and UMBC procedures.
To find out whether you have open effort reports for Spring 2024 (see page 6, Year: 2024 Period: Spring) and to learn how to certify them,
see the attached Effort Report
Quick Guide with screenshots for your convenience.
IF YOU ARE NEW TO Effort Report Certifications: see
page 12, #1 in the Quick Guide for information on how to gain certification
access. You will not be able to certify without proper access in PeopleSoft.
IF THE PI ON THE PROJECT IS NOT AVAILABLE to certify
due to termination, sabbatical, etc. see page 12, #2 in the Quick Guide for
instructions. Requests must come directly from the department
chair/dean/director.
