    <div class="html-content"><span><p><span>We were struck by the </span><a href="https://my3.my.umbc.edu/groups/themosaic/posts/101060" rel="nofollow external" class="bo"><span>powerful message that I3B</span></a><span>, our campus friends and partners, shared earlier this week. In the wake of yesterday’s verdict of accountability coupled by yet another incident of police brutality that took the life of a young Black girl, we sit with the sanctity of I3B’s invitation to take </span><span>”a moment to pause and breathe.”</span></p><br><p><span>We affirm I3B’s intentions and will not be offering a community healing space at this time, but will support their efforts to be available to UMBC community members needing spaces to connect with others. Many of our community members may be feeling a wide range of emotions with yesterday’s verdict. The burden and impacts of racial trauma from police brutality and white supremacy have deep roots that cannot be healed in the case of one verdict. With this in our heart and mind, Women’s Center professional staff are holding open office care and support hours next week. Community members are always invited to reach out to us to set up meetings to connect outside of these designated times by emailing </span><a href="mailto:womenscenter@umbc.edu" rel="nofollow external" class="bo"><span>womenscenter@umbc.edu</span></a><span> or calling 410-455-2714. We pause. We breathe. And, our work continues. We must continue to actively call out, disrupt and change the ways racism and oppression shows up in our spaces and communities to include our campus. During this time, we invite aspiring allies (including ourselves) to recommit to practices of anti-racism and disrupting anti-Blackness. We’re re-sharing the </span><span><a href="https://womenscenteratumbc.wordpress.com/2020/06/04/learning-how-to-be-anti-racist/" rel="nofollow external" class="bo">blog post </a>(<em>Learning to be anti-racist: Calling IN white people and non-Black people of color)</em> that </span><span>our assistant director, Amelia, wrote last summer as a reminder and call to action to our white community members as well as non-Black people of color. We’re also re-sharing our </span><a href="https://my3.my.umbc.edu/groups/womenscenter/posts/93519" rel="nofollow external" class="bo"><span>Black Lives Matter Endlessly pos</span></a><span>t from last summer as a reminder to stay present to the power of truth-telling.     <div class="html-content"><div><span><a href="https://my3.my.umbc.edu/groups/compliance/posts/101104" rel="nofollow external" class="bo"><strong>***Reposted from the ORPC***<br></strong></a><br></span></div><span>The ORPC has obtained for the campus community a CITI training module that describes investigators responsibilities for research using Family Educational Rights and Privacy Act (FERPA) data. </span><div><br></div><div>The aim of FERPA is to protect the privacy of students by giving them (and their parents if they are minors) access to their educational records and control over the disclosure of this information to third parties.  Data holders (organizations that would provide access to such data, including UMBC) as well as the IRB will have specific requirements on how data may be used, who may have access, etc.  Such requirements are documented in data use agreements and approved human subjects use applications.</div><div><br></div><div>This module provides details on topics including: </div><div><div><ul><li>Recognizing current issues and challenges to FERPA</li><li>Identifying the level of risk in using different types of student data for research</li><li>Employing safe methods in the collection and analysis of student data as well as the best way to collect, handle, and analyze student records in compliance with FERPA</li><li>Discussing proper ways to present student data without disclosing private information</li><li>Describing ways to remain compliant with FERPA requirements in human subjects research.</li></ul></div><div>To register for CITI and/or add this course to your active course, follow the instructions found on the <a href="https://research.umbc.edu/human-subjects-use-training-2/" rel="nofollow external" class="bo">Human Subjects Use Training </a>page.</div><div><br></div><div> If you have any questions, please contact the ORPC at <a href="mailto:compliance@umbc.edu" rel="nofollow external" class="bo">compliance@umbc.edu</a>. </div></div></div>

<Title>New POLI 409 Course Added</Title>

    <div class="html-content"><p>Hey Political Science Students,</p><p>Looking for an upper level Political Science course to take this coming Fall? I would encourage you to look into a course that was just added, POLI 409- The Politics of Earmarks. The course will take place on Mondays and Wednesdays from 2:30 to 3:45. It will be an in person course that will meet in PUBL 354. Please check out the course description below for more details about the topics the course will address. </p><p><br></p><p><span>POLI 409: The
    Politics of Earmarks</span><span></span></p><p><span> </span></p><p><span>For most of its
    history, Congress has insisted that laws contain “earmarks”--directives to
    spend funds in specific districts for specific purposes.  By doing so, legislators enhanced their
    re-election prospects because they could claim credit for bringing federal
    funds back to their districts. But after high-profile media criticism of some
    earmarks, and earmark corruption scandals that landed several Representatives
    in jail, Congress declared a moratorium on earmarks about a decade ago.  Now, however, leaders in both parties have
    endorsed a return of earmarks, promising to apply strict standards to their
    use.  This course will engage students in
    a research project about the surprising disappearance of earmarks and the
    effects of their predictable return.  It
    will first review theories and empirical analyses of “distributive politics” and
    the history of Congressional earmarks. 
    Then, as Congress considers spending legislation through the fall, the
    course will explore the validity of three claims made in support of earmarks:
    that the availability of earmarks will make it easier for Congress to pass
    legislation; that using earmarks will reduce what some argue is excessive power
    delegated to the executive branch; and that Congressional discretion to
    allocate funds through earmarks produces better policy outcomes than the
    alternatives of allocating funds through formulas and competitive merit
