We are delighted to welcome you to campus and to the start of our fall semester. As the semester begins, we hope you will take a moment to discover our newest building, The Center for Well-Being. We are thrilled to open this building and announce a year-long focus on the physical, mental, and spiritual well-being of our community.</span><br><br><span>Please join us for an open house and tours in The Center for Well-Being from noon to 1 p.m. on Friday, September 3, and an opening celebration from 3 to 4 p.m. on Monday, September 13. Masks are required and attendance will be limited to ensure safe distancing. We also hope you will join us for these and <a href="https://t.e2ma.net/click/jlu54g/389seyb/zlhcb6" rel="nofollow external" class="bo">future events</a> throughout the semester.<br><br>Located on Center Road between Chesapeake and Susquehanna Halls, The Center for Well-Being includes <a href="https://t.e2ma.net/click/jlu54g/389seyb/feicb6" rel="nofollow external" class="bo">Retriever Integrated Health</a> (University Health Services, the Office of Health Promotion, and the Counseling Center); <a href="https://t.e2ma.net/click/jlu54g/389seyb/v6icb6" rel="nofollow external" class="bo">Student Conduct and Community Standards</a>; and the <a href="https://t.e2ma.net/click/jlu54g/389seyb/bzjcb6" rel="nofollow external" class="bo">Initiatives for Identity, Inclusion &amp; Belonging (i3b) Gathering Space for Spiritual Well-Being</a>. It also includes the Mind Spa—a student space equipped for the practices of mindfulness, meditation, and relaxation—and an informal student meeting/lounge space.</span><br><br><span>The Center for Well-Being is a symbol of our commitment to our community's collective well-being and our students' ability to succeed in all aspects of their lives. The everyday life of a college student can be stressful, and multiple current public health crises—including the COVID-19 pandemic, racism, and violence—also contribute to stress and trauma. Undergraduate and graduate students have told us about the obstacles and challenges they are facing, both at home and on campus. <Title>Renewing Our Commitment to Inclusive Excellence (August 27)</Title>

    <div class="html-content"><div><span>Dear Campus Community,<br><br>As we prepare to welcome students and employees back to campus for a new academic year, we would like to take this opportunity to reflect on our shared goals, values, and commitment to each other, and to reaffirm UMBC’s commitment to inclusive excellence. <br><br>UMBC is dedicated to fostering an inclusive and welcoming environment for all members of the campus community and recognizes its responsibility to support an environment that is free from discrimination and bias, including sexual harassment, interpersonal violence, and related misconduct. UMBC values safety; diversity of thought, background and ability; social responsibility; lifelong learning; equity; and civic engagement. Consistent with these principles, UMBC does not discriminate in offering <a href="https://t.e2ma.net/click/rj6b3g/389seyb/vi8b95" rel="nofollow external" class="bo">equal access</a> to its educational programs and activities.<br><br>UMBC’s <a href="https://t.e2ma.net/click/rj6b3g/389seyb/bb9b95" rel="nofollow external" class="bo">Office of Equity and Inclusion</a> (OEI) is responsible for promoting and supporting the University’s core values of inclusive excellence and equity, and has primary responsibility for managing UMBC’s efforts related to <a href="https://t.e2ma.net/click/rj6b3g/389seyb/r39b95" rel="nofollow external" class="bo">Title IX</a> and civil rights issues, including discrimination, harassment, hate, and bias.<br><br>OEI’s work requires the active engagement of campus partners and each member of the UMBC community to reduce harm as we continue to build a caring, equitable, and inclusive community. In order to support the UMBC community in this partnership, OEI provides a mandatory <a href="https://t.e2ma.net/click/rj6b3g/389seyb/7vac95" rel="nofollow external" class="bo">annual training</a> program on such topics as sexual harassment and sexual violence prevention; it also provides information on how to report instances of sexual harassment, sexual violence and hate/bias to OEI. <strong>This year the required training is being offered online through SafeColleges and was assigned to students on July 30, 2021, and to employees on August 23, 2021. The Inclusion Council is now accepting applications for membership. <Title>COVID-19 Update</Title>

    <div class="html-content"><table border="0" width="100%"><tbody><tr><td><table border="0" width="100%"><tbody><tr><td><div><div><span><span><strong><span>Key Points</span></strong><br></span></span></div><ul><li><span>The campus vaccination rate continues to climb past 90 percent. <br></span></li><li><span>Unvaccinated or partially vaccinated community members have received instructions on health and safety requirements they must complete. <br></span></li><li><span>Indoor masking and physical distancing remain essential safety strategies on campus.<br></span></li><li><span>If you are sick, stay home. </span><br></li></ul></div></td></tr></tbody></table></td></tr></tbody></table><table border="0" width="100%"><tbody><tr><td><table border="0" width="100%"><tbody><tr><td><div><div><span><span>Dear UMBC Community,<br><br>As we near the beginning of the fall semester, we are actively preparing to respond as needed to the nationwide COVID-19 surge associated with the Delta variant. Current conditions in Central Maryland, along with safety precautions and a high on-campus vaccination rate, give us confidence that students, faculty, and staff will be able to return to a vibrant on-campus community later this month. We also know that community members have understandable concerns about safety, and we wish to share a variety of updates and reminders about the core safety measures in place on campus.<br><br><strong><span>Vaccination</span></strong><br><strong><em>More than 90 percent of our community members have <a href="https://t.e2ma.net/click/3slz2g/389seyb/zdj865" rel="nofollow external" class="bo">documented their vaccination</a>.</em></strong> This number continues to increase as incoming students report their vaccinations. We are working closely with students to help them meet this requirement, including students who are partially vaccinated and <a href="https://t.e2ma.net/click/3slz2g/389seyb/f6j865" rel="nofollow external" class="bo">international students</a> who were unable to receive a vaccination before arriving in the U.S., to implement strict health and safety protocols for the start of the semester. <br><br>All partially vaccinated and unvaccinated community members have received notification of the consequences for noncompliance and the <a href="https://t.e2ma.net/click/3slz2g/389seyb/vyk865" rel="nofollow external" class="bo">health and safety requirements</a> with which they <strong><em>must</em></strong> comply. These include: (1) mask wearing, (2) regular testing, and (3) daily symptom tracking. Faculty and staff who do not fulfill these requirements face sanctions up to and including termination. Students who are out of compliance may have their class schedules canceled. <br><br><a href="https://t.e2ma.net/click/3slz2g/389seyb/brl865" rel="nofollow external" class="bo">Emerging data</a> demonstrate that communities with higher vaccination rates are protected from the adverse effects of COVID-19, including severe infections and hospitalizations, even in cases involving the Delta variant. We are confident that our campus has and will continue to maintain the high percentage vaccination rate that our public health experts have determined is needed to minimize the serious effects of COVID-19 in our community.<br><br><strong><span>Masking</span></strong><br>All community members are currently required to wear a mask indoors in public spaces at UMBC. This includes in classrooms, on transportation, and inside dining facilities when not actively eating. While masks are not required in residential settings, they are strongly encouraged in all common areas and elevators.<br><br>In addition to these requirements, we also ask our community to <strong>keep masks in mind</strong> wherever they are. This includes asking individuals if they would like you to wear a mask, wearing a mask at off-campus activities, and not making assumptions about individuals who wear masks.<br><br><strong><span>Distancing</span></strong><br>Throughout our campus, we strongly encourage community members to maintain at least three feet physical distance from others. Current limits on classroom capacities will remain in place during the fall semester to allow for at least three feet of physical distancing in these spaces. We are making updates to seating in dining locations to help with distancing, and we will also need our community’s help to avoid overcrowding in popular locations such as the University Center and the Commons. <br><br>Departments and student groups seeking to reserve space for in-person events will be directed to spaces that allow for physical distancing. Given that the number of indoor spaces that will allow for distancing is extremely limited, we will continue to minimize large in-person events. Events and meetings should be planned in virtual or hybrid formats so all attendees have access despite their physical location or health concerns. <br><br><strong><span>Feel Sick? Stay Home.</span></strong><br>Help us all stay healthy and don’t come to campus if you are not feeling well. If you are diagnosed with COVID-19 or have had close contact with someone diagnosed with COVID-19 and have been on campus, you should complete a <a href="https://t.e2ma.net/click/3slz2g/389seyb/rjm865" rel="nofollow external" class="bo">case report form</a> so that we can provide you support and resources. <br><br>We know that COVID-19 will be a part of our UMBC and our broader communities for some time. <Title>Update on new CDC guidance and masking at UMBC</Title>

    <div class="html-content"><span><p><span>Dear UMBC Community,</span></p><br><p><span>Yesterday, the Centers for Disease Control and Prevention (CDC) </span><a href="https://www.cdc.gov/coronavirus/2019-ncov/vaccines/fully-vaccinated.html" rel="nofollow external" class="bo"><span>released updated guidance on masking</span></a><span> that calls for indoor masking under certain conditions. At this time, the CDC has classified Maryland as an area with only moderate transmission given its high vaccination rates and low positivity rate (just over 2%). While at this time the CDC guidelines would not suggest a new mask mandate for Maryland, we know that state and local officials are closely monitoring and assessing the situation.</span></p><br><p><span>We wish to remind our community that masking continues to be required indoors at UMBC. While we are cautiously optimistic that high vaccination rates and low positivity rates may make it possible to lift this requirement for vaccinated and verified community members before the start of the semester, we are not ready to make this decision at this time. </span></p><br><p><span>We are currently reviewing the new guidance and available research. We are also reaching out to state and local government partners and the University System of Maryland to understand how their guidance is evolving. We will share our recommended next steps with the community in the near future.</span></p><br><p><span>It is essential that all in our community </span><a href="https://covid19.umbc.edu/reporting-vaccination/" rel="nofollow external" class="bo"><span>report their vaccinations</span></a><span> as soon as possible. We recently informed students that the deadline for commuting students to report is August 20. Residential students received an earlier deadline to ensure they could move in. <Title>Updated International Travel Guidance</Title>

    <div class="html-content"><span><p><span>Dear Members of the UMBC Community,</span></p><br><p><span>Given the improving health situation in the U.S. and many other countries, we are providing this update to prior communications regarding international travel. A new </span><a href="https://studyabroad.umbc.edu/international-health-safety-security/" rel="nofollow external" class="bo"><span>International Travel Process</span></a><span> is now available to faculty, staff, and students. Requests can be submitted beginning August 1, 2021. Requests are subject to general out-of-state travel approval policies and UMBC’s existing </span><a href="https://www.umbc.edu/policies/pdfs/International%20Travel%20Policy%20VIII11.00.02.pdf" rel="nofollow external" class="bo"><span>International Travel Policy</span></a><span>. </span></p><p><span><strong>Failure to obtain formal approval prior to making international travel arrangements will result in denial of reimbursement regardless of the funding source and unauthorized travelers will not be covered by UMBC’s international travel insurance plan.</strong></span><span>Student organizations should await guidance from the Division of Student Affairs for international travel during the fall 2021 semester. </span></p><p><span>As outlined in the policy, all requests for international travel must be submitted via UMBC’s International Travel Registry. In addition to enabling the University to assess the risks associated with the proposed international travel, the system provides the traveler with access to risk intelligence information and enables them to request assistance while abroad. </span></p><p><span>The University will evaluate the known risks of international travel based on levels established by the Centers for Disease Control and Prevention (CDC) and the U.S. Department of State. These include:</span></p><ul><li><p><span>CDC </span><a href="https://wwwnc.cdc.gov/travel/noticescovid19" rel="nofollow external" class="bo"><span>COVID-19 Notices</span></a><span> </span></p></li><li><p><span>CDC </span><a href="https://wwwnc.cdc.gov/travel/notices" rel="nofollow external" class="bo"><span>Travel Health Notices</span></a><span> </span></p></li><li><p><span>U.S. Department of State </span><a href="https://travel.state.gov/content/travel/en/traveladvisories/traveladvisories.html/" rel="nofollow external" class="bo"><span>Travel Advisories</span></a><span> </span></p></li></ul><p><span>Requests to travel through or to international destinations subject to an elevated risk level will require additional screening by UMBC’s International Travel Review Committee. If the request is approved, then the traveler will receive location-specific guidance for mitigating risks. </span></p><p><span>If you choose to travel abroad, understand that you may experience difficulty departing from the U.S., and you may be subjected to mandatory testing, quarantine, and other requirements upon arrival at your international destination. When seeking to return to the U.S., you may experience travel disruptions or travel bans impeding your ability to return. Additionally, the ability of U.S. Embassies and Consulates to provide services to travelers remains severely limited in many countries. </span></p><p><span>All travelers on University-related international business travel are required to be fully vaccinated against COVID-19 by the start date of their travel unless approved vaccine exemption documentation is on file with the University. Travelers with approved exemptions should understand that some foreign governments will deny visa applications and/or prohibit entry into their country if the traveler is not able to provide proof of vaccination. All travelers are responsible for determining if they are able to meet the visa and/or entry requirements of destination and transit countries prior to initiating the process for obtaining approval for international travel.</span></p><p><span>In addition to university travel, The Center for Global Engagement is also working closely with international and campus partners to offer a limited and carefully reviewed portfolio of education abroad programs starting with Winter 2022 and Spring 2022.
