Program regulations were amended again in December 2010 by Executive Order[5] establishing the PMF Program as one of the three student Pathways to federal employment. In All Transparency focuses on getting out the vote during the pandemic, the history of voting rights, racial oppression in voting, and the United States Postal Service. The USPS has become a nexus for these issues leading up to the general election in 2020. Through an open call, artists and activists create mail art aiming to shed light on these histories and our current moment.

The artists use translucent materials to create mail art that will be sent in transparent vellum envelopes; when illuminated on a light table, various messages and perspectives of the makers will be transparent.

The mail art messages will be photographed and then projected large scale in a loop outside Gallery CA at 440 E Oliver Street in Baltimore, MD and read by people passing by as we approach the general election. Once documented, the mail art will then be sent to a person of the maker's choosing to encourage voter participation and demand fair elections. These luminous messages might be sent to a targeted voter in a swing state, a family member or politician, for example. In All Transparency engages with the history of mail art during this time of physical isolation and social solidarity.

The Black Butterfly: the harmful politics of race and space

Rise of the Black Butterfly

Dr. Lawrence T. Brown

Visiting Associate Professor, Population Health Institute
    University of Wisconsin-Madison

The world gasped in April 2015 as Baltimore erupted and Black Lives Matter activists,
incensed by Freddie Gray's brutal death in police custody, shut down highways and
marched on city streets. The Black Butterfly refers to the fact that Baltimore's majorityBlack population spreads out on both sides of the coveted strip of real estate running down
the center of the city like a butterfly's wings. In his research and publications, Lawrence T.
Brown reveals that ongoing historical trauma caused by a combination of policies,
practices, systems, and budgets is at the root of uprisings and crises in hyper-segregated
    cities around the country.

Putting Baltimore under a microscope, Brown looks closely at the causes of segregation,
many of which exist in current legislation and regulatory policy despite the common belief
that overtly racist policies are a thing of the past. Brown persuasively argues that, since
urban apartheid was intentionally erected, it can be intentionally dismantled. The Black
Butterfly demonstrates that America cannot reflect that Black lives matter until we see how
    Black neighborhoods matter.

Lawrence T. Brown is the proud grandson of Mississippi
and Arkansas Delta sharecroppers and preachers.
From 2010 to 2019, Dr. Brown worked at Morgan State
University in the School of Community Health and Policy
where his research examined the impact of historical
trauma on community health. In June 2018 he was
honored by OSI Baltimore with the Bold Thinker award
for sparking critical discourse regarding Baltimore’s
racial segregation. In September 2018, he was named
#61 in The Root 100 – an annual list of the most influential African Americans ages 25 to
    45. His first book, The Black Butterfly: The Politics of Race and Space in America, will be
published by The Johns Hopkins University Press in January 2021.

Tactical Media and Critical Design: Rap, Robots, Games, and Poetic Gestures
Wednesday, October 7, 2020, 12:40 to 1:45 EST/18:40 to 19:45 GMT
Zoom panel: https://cornell.zoom.us/j/96501025299?pwd=N0p0dzFDTUh3OUFzUkVmdEZGajFOUT09

This panel features artists, activists, and researchers working the borders of practice/theory, technology/society, Black/White, Mexico/US, and Palestine/Israel:

• A.D. Carson, Assistant Professor of Hip Hop, Virginia

• Chris Csíkszentmihályi, Associate Professor of Information Science, Cornell

• Alainya Kavaloski, Associate Professor of English, SUNY-Canton

Critical race rap, robots for protestors, apps and games, and poetic
gestures of electronic civil disobedience have all emerged as activist
media practices over the past 20 years. These media complement new
alliances and modes of organizing, including ACT-UP,
BLM, #metoo, and Climate School Strike, as well as the emergence of
    critical design.

This public event is part of Human-Centered Design and Engaged
Media (ENGL 4705/INFO 4940/COML 4231), whose four critical design teams
work with Black Farmers Fund and Labor Ready (serving Latinx farmers)
    through Cornell’s Small Farms Program
and, through the Cornell Law Clinic, Al-Marsad Arab Human Rights Centre
and The Alice Project on Gender and Extreme Sentencing.

The course is part of a multi-year Civic Storytelling project funded by
the Society for the Humanities’ Mellon Rural Humanities Initiative, a
Kaplan Family Distinguished Faculty Fellowship, and an Engaged Cornell
Opportunity Grant, with support from the Department
of English and the Bronfenbrenner Center for Translational Research.
