What is a Contract Specialist?

In a nutshell

Contract Specialists are responsible for writing, negotiating, awarding, and monitoring contracts between CMS and external contractors. The Contract Specialist position encompasses the administration of contracts for services, materials, and equipment associated with health administration, health research, regulatory compliance, human services administration, test evaluation, health operations, and or production activities of one or more HHS organizations. They interpret and comply with Federal laws and regulations, but use their creativity and innovation to develop flexible contracting approaches to assist some of the most vulnerable populations.

Contract Specialists complete trainings that can earn them 3 different levels of Certification in Federal Contracting. National Contract Management Association (NCMA) also provides industry-standard certifications in contracting.

OPM recently released a new Expedited Hiring Authority, titled the Post-Secondary Student Hiring Authority (PSSHA), as an attempt to aid with appointing more entry level talent into the Federal Service. The PSSHA provides Agencies with the ability to appoint students that are pursuing degrees at least on a part-time basis and are enrolled in a higher education institution.

On today's special episode of Retrieving the Social Sciences, we hear a panel discussion about UMBC's social science Fulbright Scholars. Joining us on the panel is Maryam Elhabashy (UMBC '21), a Research Assistant at Rutgers University and a 2022 Fulbright recipient. Maryam's Fulbright project is entitled "Faith, Family, Food, and Fitness: Exploring Trends of Obesity among Kuwaiti Women."

We also hear from Dr. Brian Souders, Fulbright Program Advisor and the Associate Director of Global Engagement Opportunities at UMBC.

Join CS3 and the Department of Sociology, Anthropology, and Public Health for the annual Health and Inequality Lecture on Tuesday, May 3, at 4pm.
