Lincove will serve as Institutional Rep for 4 year term
Congratulations to Prof. Jane A. Lincove for being elected Institutional Representative on the Association for Public Policy Analysis and Management (APPAM) Policy Council!
The Policy Council is APPAM's governing board and is responsible for setting policy and creating strategy for the Association. It currently consists of four elected cohorts serving staggered, four-year terms of office.
As Institutional Representative, Dr. Lincove was elected by APPAM's Committee of Institutional Representatives.

Prof. Emeritus Salkever discusses reality of real wage rise
New Policy Brief available now
Public Policy Professor Emeritus David Salkever has released a new policy brief examining the reality of real wage rise over the past few years compared to economic reporting in national media.
"Economic reporting in national media has regularly reported the ongoing rise in wages for workers and the apparent tightening of labor markets. Unfortunately, this simple view is misleading because it ignores overlooks two basic facts about the data which are usually cited. First, it does not adjust for inflation. Second, it omits any consideration of fringe benefits even though they account for about one-third of total compensation. This paper corrects these omissions by looking at trends in total real (i.e., inflation-adjusted) compensation (i.e., wages + fringes) per hour for the period 2014-2019. It shows that when these corrections are made, total real compensation per hour increases steadily over the 2014-16 period and then stops rising in the 2017-19 period. Possible reasons for this marked shift in the trend are briefly discussed."

State commitment to Bikeways honors MPP alumna Kim Lamphier
Governor makes $3.8 mil/year available, for two years.
In December, the office of Governor Hogan announced that his administration will make $3.8 million available per year in the next two years for the Bikeways Network Program, in honor of the Kim Lamphier, a member of Bike Maryland and cycling advocate who passed away in August.
Kim was an M.P.P. alumna of the School of Public Policy at UMBC, and a longtime Bikeways advocate.
“The Bikeways Network Program assures us that Marylanders will have access to a safe, inter-connected bicycle network for generations to come,” said Governor Hogan. “This critical investment further bolsters our transportation network and honors a dedicated advocate in Kim Lamphier.”
The bikeways program provides funding to jurisdictions and organizations for projects that support the goals of the Maryland Bike and Pedestrian Master Plan. The program helps improve connections to transit, work, schools, shopping and other destinations, and supports economic development, environmental stewardship and the quality of life in local communities.
“The bikeways program is a great way to enhance safe infrastructure throughout the state, and the ability to use these resources will make a huge impact,” said MDOT State Highway Administration (MDOT SHA) Administrator Greg Slater. “I’m thankful for the unwavering efforts of Kim Lamphier, and the action of Governor Hogan to make this funding available. Kim was a fierce advocate for safe cycling and I can see her smiling face as the state confirms its commitment to this funding.”

Prof. Bennett pub. article on affirmative action in colleges
Examining affirm. action in context of 2003 SCOTUS ruling
This week, Prof. Pamela R. Bennett co-authored an article published in the Journal of Law and Social Policy (JLSP). The article, "How Affirmative Action Context Shapes Collegiate Outcomes at America's Selective Colleges and Universities," examines how affirmative action context relates to academic outcomes in US universities. In the article, the authors compare outcomes before and after the US Supreme Court's 2003 Grutter decision, in which the Supreme Court ruled that affirmative action is constitutional, but should implemented via holistic evaluation of applicants.
This research is particularly relevant in light of the recent federal court
decision finding that Harvard University did not discriminate against Asian American applicants during the admissions process.
