That process is called implementation, and is often the most difficult part of an IT or software development project. In this course we will cover the entire implementation workflow, from project scoping through post-deployment quality improvement. We will examine case studies from multiple domains including finance and healthcare, highlighting common problems faced during the implementation process and potential solutions. Students will focus on large, team-based projects implementing novel systems in challenging circumstances. This is an active learning course with many opportunities for in-class participation. The class will be run just like an industry software development group, giving students valuable experience in navigating deadlines, quality assurance, and team dynamics."</div></div></div>

<Title>1st International Digital Storytelling Festival 2024</Title>

    <div class="html-content">The 1st International Digital Storytelling Festival will be held in Zakynthos, Greece September 27-29.   Information on the festival is here: <a href="https://dstfestival.org/">https://dstfestival.org/</a><div><br></div>
    <div>We hope to see the wide range of story work happening at UMBC represented at the festival.  The UMBC Digital Stories Working Group will sponsor a block of submissions (25-30 stories) and cover the entry fees.  </div>
    <div><br></div>
    <div>Please let me know if you have stories from current or past projects that you would like to see included in the festival.  We will need clearance or releases from the storytellers.  The official deadline is May 15, however this is flexible.</div>
    <div><br></div>
    <div>Specifically, the festival is looking for stories with the following themes:</div>
    <div>
    <ul>
    <li>Culture</li>
    <li>Education</li>
    <li>Environment</li>
    <li>Health</li>
    <li>Science and Research</li>
    <li>Society</li>
    </ul>
    <div>The festival is organized by the International Digital Storytelling group which met at UMBC for the DST2023 conference. </div>

    <p><strong>Purpose:</strong></p>
    
    <p>The National Institutes of Health
    (NIH) announces publication of the updated NIH Grants Policy Statement (NIHGPS,
    rev. April 2024). The NIHGPS provides both up-to-date policy guidance that
    serves as NIH standard terms and conditions of award for all NIH grants and
    cooperative agreements, and extensive guidance to those who are interested in
    pursuing NIH grants.</p>
    
    <p>This update is applicable to all
    NIH grants and cooperative agreements with budget periods beginning on or after
    October 1, 2023. This update supersedes, in its entirety, the NIHGPS dated
    December 2022. Previous versions of the NIHGPS remain applicable as standard
    terms and conditions of award for all NIH grants and cooperative agreements
    with budget periods that began prior to October 1, 2023.</p>
    
    <p>This update incorporates new and
    modified requirements, clarifies certain policies, and implements changes in
    statutes, regulations, and policies that have been implemented through appropriate
    legal and/or policy processes (e.g., Federal Register Notices, where
    appropriate) since the previous version of the NIHGPS dated December 2022.</p>
    
    <p>As noted in NOT-OD-24-069, the
    Office of Management and Budget (OMB) has issued updates to 2 CFR Part 200,
    with an implementation date of October 1, 2024. NIH will include the changes to
    2 CFR Part 200 in the FY 2025 release of the NIHGPS, in line with the
    implementation date set by OMB.</p>
    
    <p>The current version of the
    NIHGPS, in both HTML and PDF formats, as well as previous versions of the
    NIHGPS and documents summarizing significant changes implemented with each
    revision, are available on the <a href="https://grants.nih.gov/policy/nihgps/index.htm" rel="nofollow external" class="bo">NIH Grants Policy</a>
    website.</p>
    
    <p>NIH will continue to publish
    interim grants policy changes and/or clarifications through the issuance of NIH
    Guide Notices, available on the <a href="https://grants.nih.gov/policy/PolicyNotices.php" rel="nofollow external" class="bo">Notices of NIH Policy
    Changes</a> website, and Federal Register Notices as appropriate.</p>

    <p><strong>Purpose:</strong></p>
    
    <p>This Notice provides guidance
    about the NIH Fiscal Operations for Fiscal Year 2024 and implements the Further
    Consolidated Appropriations Act, 2024 (Public Law 118-47), signed into law on
    March 23, 2024.</p>
    
    <p><strong>FY 2024 Funding Levels:</strong> <strong>Non-competing
    continuation awards made in FY 2024 will generally be issued at the commitment
    level indicated on the Notice of Award with exceptions posted on the <a href="https://grants.nih.gov/policy/nih-funding-strategies.htm" rel="nofollow external" class="bo">NIH Funding
    Strategies</a> webpage.</strong> Subsequent budget periods are funded based on the
    availability of appropriations, satisfactory performance, compliance with the
    terms and conditions of the award, and the continued best interest of the
    Federal government. The NIH awarding Institutes/Centers (ICs) will develop and
    post their fiscal policies consistent with overall NIH goals and available FY
    2024 funds.</p>
    
    <p><strong>Ruth L. Kirschstein National Research Service Awards (NRSA):</strong>
    Consistent with the recommendations of the Advisory Committee to the Director
    regarding the Biomedical Research Workforce, <strong>the NIH will increase NRSA stipends by approximately four percent for
    predocs and eight percent for postdocs.</strong> The full range of stipend
    adjustments for FY 2024 is described in NIH Guide Notice <strong><a href="https://grants.nih.gov/grants/guide/notice-files/NOT-OD-24-104.html" rel="nofollow external" class="bo">NOT-OD-24-104.</a></strong></p>
    
    <p><strong>Salary Limits:</strong> Section 202 of PL 118-47 restricts the amount of
    direct salary to <strong><a href="https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/salary-tables/23Tables/exec/html/EX.aspx" rel="nofollow external" class="bo">Executive
    Level II</a></strong> of the Federal Executive pay scale. <strong>Effective January 1, 2024, the salary limitation for Executive Level II

    Budget (OMB) Office of Information and Regulatory Affairs (OIRA), NIH will
    issue new DMS RPPR questions that align with the NIH Final Policy on Data
    Management and Sharing, to include updates on the status of data sharing,
    repositories and unique identifiers for data that have been shared.</p>

    <div class="html-content">A recent NASA Earth Observatory blog article, "<a href="https://earthobservatory.nasa.gov/blogs/fromthefield/2024/05/06/springtime-in-the-deciduous-forest/" rel="nofollow external" class="bo">Springtime in the Deciduous Forest</a>," details the work of <a href="https://gestar2.umbc.edu/directory/researchers-a-f/#PCampbell" rel="nofollow external" class="bo">Petya Campbell</a> (618/UMBC) and fellow researcher Greg Cain (National Ecology Observatory Network), along with <a href="https://gestar2.umbc.edu/directory/researchers-g-k/#Huemmrich" rel="nofollow external" class="bo">Fred Huemmrich</a> (618/UMBC). The feature from the ABoVE's Notes from the Field explains that Dr. Campbell and Mr. Cain were at the top of the 204-foot <a href="https://www.neonscience.org/field-sites/serc" rel="nofollow external" class="bo">SERC</a> flux tower to "install a new type of instrument, an automated spectrometer called a NoX (Near Infrared Box)." Read more about how researchers will utilize the data from the NoX, as well as their study of the measurements of carbon dioxide from the forest. <div><br></div>
    <div>This particular tower is located within the Smithsonian Environmental Research Center in Edgewater, Maryland. Drs.
