    <div>The Downtown B line has been rerouted due to traffic congestion.  From Friday, September 12  thru <span><span>Tuesday September 16</span></span>, there will be no service at stops:  Greyhound Station @ Haines St., Pratt St &amp; Howard St, Pratt St. &amp; Light St.</div>

    <div>There will be normal service at stops:  Pratt St. &amp; MLK Blvd, Greene St &amp; Fayette St, Lombard St. &amp; Greene St</div>

    <div class="html-content">UMBC’s Department of Psychology is opening a new mental health clinic at the Psychology Training, Research, and Services Center on September 15, 2014. The clinic provides evidence-based treatment for a variety of behavioral health issues, including individual and group therapy and consultation for anxiety, depression, substance use, health challenges, marital and family issues, and other types of emotional adjustment problems. The clinic is open limited hours during the week and provides referrals for patients requiring medication management or 24-hour crisis care as we are unable to serve those needs in the clinic.     <div>With the publication of the Modern Language Association's 2007 Report "Foreign Languages and Higher Education: New Structures for a Changed World", the terms multilingualism and multiculturalism have received heightened attention and been expanded to include the ideas of translingual and transcultural competence. While many scholars have defined multilingualism as the ability to communicate in more than one language (Cenoz, Hufeisen, &amp; Jessner, 2003; Li, 2008), other conceptualizations, particularly those influenced by third language acquisition studies and functional definitions of language, reconceive multilingualism as the ability to use multiple languages as “resources” contingent upon communicative needs and social contexts (Cenoz, 2013). </div>
    <div><br></div>
    <div>Even as definitions of multilingualism expand, as seen in scholarly contributions to the "Annual Review of Applied Linguistics 33, (2013)", it is still refracted most typically through the lens of monolingualism and conceptualized through nation-state-centered perspectives (Yildiz, 2012). To address this concern, scholarly work is now exploring such concepts as transculturalism and -lingualism, which are being defined as the studies of power relationships/formations and meaning-making in language throughout history as one acknowledges the multiplicity of one's identity and position in the nation state (Cuccioletta, 2002; Lewis, 2002).  Within this field, scholars (e.g., Appadurai, 1996; Bhaba, 1990; Mani, 2007; Seyhan, 2001) explore aesthetics, political claims, and such phenomena as cosmopolitan citizenship that unsettle concepts of home, belonging, and culture, which can redress the ruptures in history, collective memory, and language. In light of widespread globalization, we are interested in definitions of multi/translingualism, multi/transculturalism, and related terms that move away from essentialized and idealized notions of the nation-state (Cook, 1992; Kramsch, 2014). We are also interested in exploring the critical relationships between how multilingualism/multiculturalism is acquired in educational and other contexts, reflected upon and portrayed in artistic-literary-social media, and acknowledged, valued, or rejected in political and institutional action.</div>

    <div>Keeping these foci and associated challenges in mind, our conference engages multilingualism and multiculturalism with an explicitly critical orientation in order to refine these terms in light of research and practice in literary and visual cultural criticism, history, linguistics, anthropology, and second/third/foreign language teaching and learning.</div>

    <div>Possible topics for 20-minute presentations include but are not limited to:</div>

    <li><span>Pedagogical practices and implications of multilingualism/multiculturalism</span></li>
    <li><span>Multi/transcultural and/or multi/translingual practices and representations in literature, film, visual media, performance, etc.</span></li>

    <li><span>Governmental and institutional responsibilities in multilingual societies</span></li>
    <li><span>Multi/translingualism and the brain</span></li>
    <li><span>Bi/multilingual language acquisition</span></li>
    <li><span>Multilingualism and language assessment</span></li>
    <li><span>Globalization, migration, and transnational identities</span></li>

    <div><span><span><span>A: </span></span>I chose the term "engaged scholar," because that best captures the role I enjoy most at UMBC, but it is something of a cheat. For me, good scholarship, good teaching, and involvement in my profession and in our university all presuppose an ability to make connections. Engaged scholars develop and facilitate active, collaborative working relationships with a variety of partners and stakeholders. We recognize that sharing both the process of inquiry and the process of interpretation can produce more broadly meaningful forms of scholarship and create more memorable learning environments. We always approach our work from a position of service. So, as long as I am able to hold true to that deeply held value system and approach, I enjoy all of my roles at UMBC.</span></div>

    <span><span><span>A:</span></span>The most important thing I have learned during my time at UMBC is that I do not have to be afraid to try new things. I am remarkably lucky to work for a University that welcomes innovation and promotes collaboration. When I want to try something new, all I have to do is ask and I will find potential partners and a broad system of support.</span><br><span><br></span>

    <span><strong><span>Q: </span><span><span>What is one way you have worked with others to make a positive difference at UMBC or in another community?</span></span></strong></span><br><span><span><br></span></span><span><span>A: </span></span><span>My public history students and I have been working in partnership with Baltimore Heritage, a preservation advocacy organization, since 2012. Students have provided crucial support to the two-person staff, conducting research and developing content for a smart phone application that connects visitors to historic places in and around the city. Beyond the nuts and bolts of content development, this work has had several meaningful outcomes. First, our collaboration helped Baltimore Heritage to think more broadly about the ways in which historians connect people and places. While preservationists understand the value of architectural history and the appeal of old buildings, they may not as easily recognize that the beauty of a building may not lie in its facade. It may rest in the role that space played in fostering a sense of community. Working together, students and staff bridged both perspectives. Second, our collaboration helped students connect more deeply with the city of Baltimore and its diverse communities. Every semester, at least one student expresses surprise and delight at the way in which historical exploration and collaborative inquiry can make places feel familiar and people feel connected. That is the most important lesson I can teach.</span><br><div>

<Title>Obama and the Expanding War on Terror</Title>

    <p>In a televised address on Thursday night – the eve of the 13th anniversary of the September 11 attacks - President Obama announced what everyone already suspected, a new chapter in the War on Terror was about to start.</p>
    <p>He painted a dark picture of a new evil threat.</p>
    <p>Let’s take a closer look at that picture…</p>
    <blockquote>
    <p>“ISIL is certainly not a state…it is recognized by no government, nor by the people it subjugates.  ISIL is a terrorist organization, pure and simple.  And it has no vision other than the slaughter of all who stand in its way.”</p>
    </blockquote>
    <p>No, IS is certainly not a state, but it is quickly becoming one.</p>
    <p>As <a href="https://news.vice.com/show/the-islamic-state" rel="nofollow external" class="bo">VICE News</a> has shown in the Syrian city of Riqqa, IS is developing institutions and infrastructure in a surprisingly rapid manner. They’ve established Sharia schools for their young and military training camps for their adolescents; they’ve instituted a “justice” system complete with Islamic judges, magistrates and governors, a quasi-police force, prisons, and more; and they have began to literally destroy the borders between Iraq and Syria. </p>
    <p>And though IS is not recognized by any sovereign government, it is factually incorrect to state that IS has no support from any of its subjects, however bad we may want to believe it.</p>
    <p>The <em>modus operandi </em>of terrorist organizations throughout history has been to capitalize on the young, the poor, and the disenfranchised. IS has done exactly that, and to large success in the <a href="http://www.nytimes.com/interactive/2014/06/12/world/middleeast/the-iraq-isis-conflict-in-maps-photos-and-video.html" rel="nofollow external" class="bo">territories they control</a>.  </p>
    <p>Again, stating that “ISIL is a terrorist organization, pure and simple” does not make it that simple, and claiming that IS “has no vision other than the slaughter of all..” does not make it so. On the contrary, IS <em>does </em>have a clear vision, and they’ve used slaughter as their tool to achieve it, which is exactly why this group is utterly frightening. </p>
    <p><a href="http://www.nytimes.com/2014/06/15/world/middleeast/rebels-fast-strike-in-iraq-was-years-in-the-making.html?_r=0" rel="nofollow external" class="bo">IS has in fact been operating in Iraq</a> for almost a decade. On pamphlets released by IS in <em>2006/2007 </em>they stated “modern notions of statehood and national borders must be discarded” and that, with regards to their citizens, “improving their conditions is less important than the condition of their religion.” </p>
    <p>President Obama’s simplified generalizations of IS are intended to serve as comforting reassurances, but do not contribute to a greater understanding of IS and how to confront the threat they pose. </p>

    <p>These terrorists are unique in their brutality…</p>
    </blockquote>
    <p>“Barbaric” is often synonymous with “primitive”. Yet it is important to understand that while IS from modern influences on culture and religion, it has been vocal about its willingness to embrace modern technology to establish their caliphate. </p>
    <p>IS will not turn from social media and video-cameras; they will not choose a sword over an automatic rifle or anti-aircraft missiles;<a href="http://www.washingtonpost.com/news/morning-mix/wp/2014/06/12/isis-just-stole-425-million-and-became-the-worlds-richest-terrorist-group/" rel="nofollow external" class="bo"> they will not disregard modern notions of wealth</a> in their day-today operations.</p>
    <blockquote>
    <p>Across the border, in Syria, we have ramped up our military assistance to the Syrian opposition … Already, allies are flying planes with us over Iraq; sending arms and assistance to Iraqi security forces and the Syrian opposition.</p>
    </blockquote>
    <p>It’s no secret that the Obama administration has long been opposed to arming the “Syrian opposition,” a euphemism for a fragmented and disorganized coalition comprised of literally dozens of arms groups. </p>
    <p>Indeed, the president’s administration was so grounded in their stance that the US Ambassador to Syria, Robert Ford <a href="http://www.nytimes.com/2014/06/11/world/middleeast/former-ambassador-to-syria-urges-increasing-arms-supply-to-moderate-rebels.html?_r=1" rel="nofollow external" class="bo">resigned from his ambassadorship</a> over his misgivings with Washington and his inability to support their lack of involvement in the brutal civil war. </p>
    <p>The subtle yet matter-of-fact manner in which Obama lightly glanced over this fundamental shift in policy is surprising, to say the least, and leaves one to wonder what gave him the final push.</p>
    <p>Was it the recent be-headings of the American journalists James Foley and Steven Sotloff? Domestic politics at work in the run-up to midterm elections? Or perhaps, on the eve of the anniversary of the most tragic attack on our nation, President Obama in fact views IS as a direct threat to the United States. </p>

<Title>Who is The Islamic State?</Title>

    <p>There’s been some confusion lately. </p>
    <p>Who is The Islamic State of Iraq and <em><strong>Syria (ISIS), </strong></em>and are they different from The Islamic State of Iraq and the <em><strong>Levant</strong></em><strong> (ISIL)</strong>? And are they connected in any way to The Islamic State of Iraq and <em><strong>al-Sham</strong></em>? Weren’t they once called The Islamic State of Iraq (ISI)? How many Islamic States can there be?!</p>
    <p>To put it simply, it’s the same group (but political pundits seem to thoroughly enjoy inserting synonyms every week or so). </p>
    <p>It’s repetitive, but it has to be said: there is only one Islamic State operating in the greater Iraq/Syria region, and they are called The Islamic State.</p>
    <p>Apparently, their PR team – yes, they do have <a href="http://rt.com/usa/182256-is-spokesman-mosa-killed/" rel="nofollow external" class="bo">spokespersons</a> - caught on to the world’s confusion and only kept the three introductory words for their name. </p>
    <p>The world’s confusion towards The Islamic State isn’t just about their name. Indeed, people want to know their motives, their beliefs, and their plans.</p>
    <p>When discussing The Islamic State, there’s some important information to keep in mind:</p>
    <p>1. They are not a part of al-Qaeda.</p>
    <p>2. They are barbaric, but modern.</p>
    <p>3. Their institutions – court systems, prisons, police force, press office, etc. – are quickly developing.  </p>
    <p>4. The Islamic State is enjoying a growing influence among the young, the poor, and the disenfranchised in both Iraq and Syria. </p>
    <p>5. Thousands of foreign fighters from every corner of the world  have joined The Islamic State’s cause. </p>
    <p>The group is as complex as the region in which they operate, and one could spend hours fleshing out the finer details and nuances of the politics.</p>
