<Title>Is intelligence reform intelligent?</Title>

    <p>Have you been worrying lately about the NSA listening in on your calls?</p>
    <p>A recent push to reform NSA surveillance might ease your mind… maybe? Just a little bit?</p>
    <p>After promising to review intelligence-gathering practices in January, <a href="http://www.nytimes.com/2014/03/25/us/obama-to-seek-nsa-curb-on-call-data.html?_r=0" rel="nofollow external" class="bo">President Obama offered a plan to reign in the NSA by abandoning the practice of bulk phone data collection.</a></p>
    <p>The reforms would require congressional approval. That is because these reforms basically modify sections of the USA Patriot Act, which was hastily passed in the wake of 9/11. This controversial law laid the groundwork for the NSA’s bulk data collection programs.</p>
    <p>Passage of the administration’s plan would mean that caller data — who you called and when you called them — would remain with the phone companies instead of with the NSA.</p>
    <p>The NSA would have to make inquiries for specific phone numbers and obtain permission from a judge. Meanwhile, phone companies would not be required to hold onto records longer than the 18 months already required by federal regulations.</p>
    <p>In general, <a href="http://www.cnn.com/2014/03/25/politics/white-house-nsa/" rel="nofollow external" class="bo">the White House proposal was received by civil liberties advocates with cautious optimism.</a> The plan is silent on the issue of internet communications, arguably more important than phones in the digital era.</p>
    <p>Feel better yet? No? Yeah, figures.</p>

<Title>Putting Our Passion to Work</Title>

    <span>I</span><span>nspired by gatherings in the 1990’s of institutions of higher education through a Learn &amp; Serve America grant facilitated by The Shriver Center, </span><span>UMBC hosted “Solutions Through Service" in 2008.  </span><span>Subsequent conferences were hosted by the University of Baltimore, Towson University, Stevenson University, and Coppin State University.  </span>

    <p><span>In its return to UMBC, the 2013 “Getting Real About Civic Engagement” conference connected students, staff, faculty, and community partners throughout the Maryland-D.C. region. Dr. Freeman Hrabowski (</span><span>President, UMBC<em>)</em></span><span> and George Mehaffy (</span><span>Vice President for Academic Leadership and Change, American Association of State Colleges and Universities),</span><span> provided valuable context and vision to dig deep to develop socially engaged citizens.   Workshops deepened learning and connections. Colleagues in service shared their experiences and some received awards for their dedication. The innovative use of social media complimented the day.  </span></p>

    <p><span><span>Now</span> in its seventh year, <strong>on Saturday, April 5th, 2014, </strong><span>SLCE</span> returns to the University of Baltimore with <span><strong>“Putting Our Passion to Work.” </strong></span></span></p>

    <p><span><span>This year's event promises to be another exciting event to include morning and afternoon workshops, an innovative mid-day Project Showcase, and Poster Sessions.  </span></span><strong>The following UMBC colleagues present in a morning workshop:</strong></p>

    <p><em>Paraprofessional staff members within Residential Life have a huge impact on and responsibility to their community. But are they leaders? Yes, they have positional leadership by the nature of their jobs, but what is it that they do that allows them to be called leaders? Learn about how UMBC incorporated leadership and civic education models into Residence Life, transforming 25 students into social change agents.</em></p>
