<Title>Academic Minute: Centering the voices of Black farmers</Title>

    <p>As a community, farmers in the United States often face challenges that are out of their control, such as drought, livestock disease, and global pandemics like COVID-19. For Black farmers, says <a href="https://publicpolicy.umbc.edu/loren-henderson/" rel="nofollow external" class="bo"><strong>Loren Henderson</strong></a>, associate professor of public policy, these obstacles are compounded by land theft, inadequate succession planning, systemic racism, and discriminatory U.S. Department of Agriculture policies and practices. As a result, Black farmers today are facing extinction. Henderson was featured on <em><a href="https://academicminute.org/2024/07/loren-henderson-university-of-maryland-baltimore-county-centering-the-voices-of-black-farmers/" rel="nofollow external" class="bo">The Academic Minute</a></em> to talk about her research.</p>
    
    
    
    <p>Henderson, who will be the first African American director of UMBC’s School of Public Policy this fall, is the author of <a href="https://ucincinnatipress.uc.edu/9781947602878/race-ethnicity-and-the-covid-19-pandemic/" rel="nofollow external" class="bo"><em>Race, Ethnicity, and the COVID-19 Pandemic</em></a>(University of Cincinnati Press, 2023). She began researching how Black farmers were faring amid these hurdles during COVID-19. Henderson conducted 50 in-depth virtual interviews with Black farmers in the U.S. The project addressed Black farmers’ expertise and experiences in establishing and maintaining farms under the onslaught of systemic racism and COVID-19. </p>
    
    
    
    <p>“Additionally, I asked the farmers about their use of governmental and private financial resources and their understanding of social policies that impact their ability to establish or maintain their farms,” <a href="https://academicminute.org/2024/07/loren-henderson-university-of-maryland-baltimore-county-centering-the-voices-of-black-farmers/" rel="nofollow external" class="bo">Henderson shares with Lynn Pasquerella</a>, president of the American Association of Colleges and Universities and host of <em>The Academic Minute</em>, a daily show featuring faculty from colleges and universities worldwide speaking about their cutting-edge research.</p>

<Title>Announcing Leadership Transitions</Title>

    <div>Dear UMBC Community, </div>
    <div><br></div>
    <div>Please join me in congratulating Vice Provost and Dean for Undergraduate Academic Affairs Katharine Cole, who will be retiring effective January 1, 2025. Cole retires after seven years in the role and 12 years with the University System of Maryland. </div>
    <div><br></div>
    <div>Since 2017, Cole has had many accomplishments as vice provost and dean in the Division of Undergraduate Academic Affairs. Cole envisioned and established the university’s Academic Success Center, a one-stop center for student academic support services. The Academic Success Center currently houses all university-wide tutoring, the Writing Center, Academic Alerts, the Office of Academic Advocacy, and in collaboration with the College of Engineering and Information Technology, a Computing Success Center serving all majors. </div>
    <div><br></div>
    <div>In collaboration with Enrollment Management, Cole wrote and received funding for a two-year grant from the University Innovation Alliance to create the UMBC Students Transferring and Redefining Success (STARS) program. A combined effort among the University Innovation Alliance, Undergraduate Academic Affairs, Enrollment Management, and Student Affairs, this program provides scholarships, academic support, a sense of community and belonging, and major exploration for UMBC STARS. </div>
    <div><br></div>
    <div>Working with the Council of Deans, Undergraduate Program Directors, and Faculty Senate, some of Cole’s additional meaningful accomplishments include the establishment and co-leadership of a university-wide Transfer Student Success committee; major revisions to the academic policy for Arbitrary and Capricious Grading; changes to the university’s Latin Honors policy; the acceptance of military coursework for veterans; the implementation of mandatory incomplete grade contracts between students and faculty; the elimination of the university’s requirement mandating non-academic credits for physical education courses; and the development and implementation of a 90-credit degree audit graduation check for all students. </div>
    <div><br></div>
    <div>We are grateful to Cole for her many years of service to UMBC and the Division of Undergraduate Academic Affairs. Please join me in expressing our deepest thanks and congratulations to Cole on a wonderful career and best wishes for a happy retirement! </div>
    <div><br></div>
    <div>I am also pleased to announce that effective September 1, 2024, Stephen Freeland will be serving as interim vice provost and dean for Undergraduate Academic Affairs. </div>
    <div><br></div>
    <div>Freeland joined UMBC in 2001 and is a professor in biological sciences. He left UMBC for a brief time in 2009, when he joined the NASA Astrobiology Institute at the University of Hawaii. He returned to UMBC in 2013 as director of the Individualized Study Program, where he has served ever since. In 2021, Freeland also became associate dean for Undergraduate Academic Affairs. </div>
    <div><br></div>
    <div>Freeland holds a Ph.D. in genetics from Cambridge University. Prior to his Ph.D., he received a M.S. in biological computation at the University of York and a B.A. in zoology at Oxford University. In recent years, Freeland’s research into life’s origins and early evolution has been completed by increasingly working with federal and philanthropic funding agencies to form and develop interdisciplinary teams of scientists in the United States and around the world. Freeland has received multiple honors, including the Trotter Prize in 2019 for “pioneering contributions to the understanding of the role of information, complexity and interference in illuminating the mechanisms and wonder of nature.” He was also elected a fellow of the American Scientific Affiliation in 2021. </div>
    <div><br></div>
    <div>Please join me in congratulating Freeland on his new appointment. We look forward to having him serve UMBC in his new role and join the Academic Leadership Team. </div>

    <div class="html-content">A research group from UMBC's <a href="https://www.hilltopinstitute.org/" rel="nofollow external" class="bo"><strong>Hilltop Institute</strong></a> has a new paper in the <a href="https://journals.lww.com/lww-medicalcare/pages/default.aspx" rel="nofollow external" class="bo">Medical Care</a> journal, <strong><a href="https://journals.lww.com/lww-medicalcare/abstract/9900/behind_the_curtain__comparing_predictive_models.256.aspx" rel="nofollow external" class="bo">Behind the Curtain: Comparing Predictive Models Performance in 2 Publicly Insured Populations</a>. </strong><div><br></div>
    <div>Predictive models have proliferated in the health system in recent years and have been used to predict both health services utilization and medical outcomes. Less is known, however, on how these models function and how they might adapt to different contexts. </div>
    <div><br></div>
    <div>The paper, authored by Ruichen Sun, Morgan Henderson, Leigh Goetschius, Fei Han, and Ian Stockwell, reports on the results of a study on the inner workings of a large-scale predictive model deployed in two distinct populations, with a particular emphasis on adaptability issues. </div>
    <div><br></div>
    <div>They found that the model adapted to, and performed well in, both populations despite demographic differences in these two groups. However, the most salient risk factors and their relative weightings differed, sometimes dramatically, across the two populations. The unadapted Medicaid model displayed poor performance relative to the adapted model.</div>

    <p><strong>Purpose:</strong></p>
    
    <p>This Guide Notice informs the
    extramural community of NIH’s adoption of Common Forms for Biographical Sketch
    and Current and Pending (Other) Support to be used with all applications and
    Research Performance Progress Report(s) (RPPRs) by May 25, 2025.</p>
    
    <p><strong>Background</strong></p>
    
    <p>The Common Forms represent a
    collaborative effort between federal research agencies to ensure standard
    disclosure requirements as outlined in the National Security Presidential
    Memorandum - 33. The approved Common Forms for Biographical Sketch and Current
    and Pending (Other) Support (OMB Number 3145-0279 managed by the U.S. National
    Science Foundation (NSF)), can be accessed at NSF’s website at NSTC Research
    Security Subcommittee NSPM-33 Implementation Guidance Disclosure Requirements
    &amp; Standardization.</p>
    
    <p><strong>NIH Common Forms Implementation</strong></p>
    
    <p>NIH will implement the Common
    Forms without change to any collection fields. However, in accordance with
    NIH’s Peer Review Regulations at 42 Code of Federal Regulations Part 52h, NIH
    currently plans to continue collecting three required agency specific data
    elements (i.e., Personal Statement, Contributions to Science, and Honors) to
    assess qualifications. These data elements will be collected separately from
    the Common Forms on a new NIH Biographical Sketch Supplement.</p>
