The Hilltop Institute at UMBC revolutionizes data analytics to advance health and wellbeing

Two researchers from The Hilltop Institute at UMBC just received a National Science Foundation (NSF) grant to investigate hospital price transparency. With the nearly $300,000 award funded by the Build and Broaden initiative, Morgan Henderson, principal data scientist and affiliate professor of economics, and Morgane Mouslim, policy analyst, will collect and synthesize prices for common health services now being posted by hospitals in response to a 2021 federal mandate intended to help patients “shop” for lower-priced care. Henderson and Mouslim will use the data to study hospital pricing behavior, and they will also make the data available to other researchers.

Hospital care is a major driver of spiraling health care costs and this work has the potential to refocus the conversation among policymakers, practitioners, and consumers. It’s also just one of Hilltop’s numerous high-impact research projects from a nearly 30-year history at UMBC. A hallmark of that research is partnership.

Collaboration from day one

Hilltop launched at UMBC in 1994, in partnership with the Maryland Department of Health. One of Hilltop’s first tasks was to design HealthChoice, the state’s Medicaid managed care program that now serves more than 1.7 million Marylanders.

More than a quarter of a century later, the partnership has grown to advance access to high-quality health care by providing Maryland policymakers and state agencies with the information they need to make well-informed, evidence-based decisions about health care delivery and financing.

This collaborative work has garnered Hilltop national recognition as a model public university-state agency partnership. State officials and university researchers from across the country turn to Hilltop for advice on forming productive partnerships. Hilltop is also a founding member of a national network of partnerships representing 27 states that are a leading force in advancing sophisticated analytics to inform state health policy.

Advancing Medicaid

Hilltop pairs novel problem-solving and big data to address pressing issues related to access to health care and the delivery and financing of services. A major piece of this involves working with the Maryland Department of Health to advance the health of Marylanders with low incomes and disabilities in the Medicaid program. Hilltop’s interagency agreement with the Department for policy analysis and analytical support for the Medicaid program—renewed annually since 1994—topped $10 million in 2022.

Hilltop maintains an extensive data repository to house Maryland Medicaid data. Using this data, Hilltop calculates the fixed monthly payments the state pays to health plans for each of its members participating in HealthChoice, totaling more than $7 billion in 2022. The repository also houses Maryland hospital discharge data, Medicare data, nursing home assessment data, data on commercially insured individuals, and more. Hilltop is building interactive data dashboards and visualizations that the Department can use daily to guide decision-making on programs and services.

Cynthia Woodcock. (Image courtesy of Hilltop)

“Hilltop has expanded and solidified its role as a vital resource for high-quality data analytics for Maryland’s Medicaid program,” says Cynthia H. Woodcock, executive director of Hilltop and an adjunct professor at UMBC’s Erickson School of Aging Studies.

Tools for the health system

In addition to its Medicaid-related work, Hilltop has developed a series of innovative analytical tools that are supporting Maryland’s state-of-the-art health care system, called the Total Cost of Care Model.

Maryland hospitals use Hilltop’s web-based tool to report community benefit activities and expenditures. The tool streamlines data collection and enables statewide longitudinal analysis of community benefit data. The findings inform efforts to improve population health under the Total Cost of Care Model.

Ian Stockwell, an associate professor in information systems and former chief data scientist at Hilltop, worked with Hilltop senior data scientists Fei Han and Morgan Henderson for over a year. Then, in October 2019, they launched the Hilltop Pre-AH Model. (Image courtesy of Hilltop)

Hilltop launched the Hilltop Pre-AH Model to help identify patients in the Maryland Primary Care Program—part of Maryland’s Total Cost of Care Model—who would benefit most from intensive primary care coordination, which can help to prevent unnecessary hospitalizations. Innovations like these are designed to simultaneously improve the health care patients receive and decrease unnecessary costs to the health care system.

Fei Han, principal data scientist at Hilltop and affiliate assistant professor of computer science and electrical engineering, received a COVID-19 Accelerated Translational Incubator Pilot (ATIP) award to further develop the Hilltop Pre-AH Model, to help predict and reduce patients’ risk of being hospitalized due to COVID-19. (Image courtesy of Hilltop)

Rapid response to COVID-19

Thanks to its strong relationships with the Department of Health and other state agencies, when the coronavirus pandemic began, Hilltop was able to quickly respond to requests for data on COVID-19 testing, hospitalizations, and vaccinations. They also provided daily support to the Department on implementing data-informed emergency measures and guidance for health care providers.

Now in the third year of the pandemic, Hilltop continues to support the state with COVID-related analytics to inform a wide range of infrastructure and service needs. Hilltop researchers also expanded the groundbreaking Pre-AH Model to predict a patient’s risk of being hospitalized for COVID-19, funded by a COVID-19 Accelerated Translational Incubator Pilot (ATIP).

Public health impact

Hilltop continues to address long-standing critical public health concerns, from HIV to tobacco use to the opioid epidemic.

Hilltop is a member of the Maryland HIV Medicaid Affinity Group and the Greater Baltimore HIV Health Services Planning Committee and provides technical support and analytics for HIV services offered to Medicaid participants.

In collaboration with the Center for Mississippi Health Policy, Hilltop researchers quantified the financial impact of tobacco use on Mississippi’s Medicaid program and estimated the economic impact on the state budget and hospitals if the state were to expand Medicaid as the Affordable Care Act allows.

With funding from the National Institute on Drug Abuse, Hilltop and twelve other states’ university partners are assessing the quality of opioid use disorder treatment and its outcomes for Medicaid participants.

Another project includes researchers at Virginia Commonwealth University. This study examines the effect of new Medicaid programs in Maryland and Virginia that increase access to the full continuum of addiction treatment services, seeking to reduce overdose deaths.

Hilltop’s visionary work continues to set the bar for health care data analytics. It illustrates how the emerging field of data science can tangibly improve health care access and affordability and can reshape the understanding of the social determinants of health.

Woodcock reflects, “The Hilltop Institute epitomizes the spirit of UMBC’s mission to integrate teaching, research and engaged scholarship, and service to benefit communities in Maryland and beyond.”

Copy Rubrics Between Ultra Courses Starting in September

<Tagline>New features also focus on assessment & grading enhancements</Tagline>

In early September, Ultra courses will receive updates in several key areas that benefit instructors and students. Maintaining the trend focusing on assessment and grading, these updates also include increased support for test taking and grading feedback for students as well as a new alternative file format for Ally.

ASSESSMENT & GRADING

Copy Rubrics Between Ultra Courses - Reusing rubrics provides faculty with flexibility when designing and preparing courses each semester. Starting in early September, you can save time and easily copy rubrics between your Ultra courses. Use the Copy Content tool and select only the Rubrics folder to copy all rubrics, or click the Rubrics folder to select one or more specific rubrics to copy into your course.

Image: Example of copying rubrics between courses

As with all Copy Content functionality, you can copy Rubrics from multiple Blackboard courses at the same time. Rubrics will appear in the Gradebook under settings and can be easily attached to an assignment.

Sort Question Banks - Last month, question banks received significant improvements including creating and editing. With this update, you can sort question banks by name, number of questions, or last edited date.

Respond to Discussions From Grading - Instructors can now post a reply to student discussions within the context of the grading interface.

Set points for manually added grade items - When creating a manual grade column, instructors can edit the maximum point value regardless of how the grade is displayed to students.

Test Timer Notifications for students - It's important for students to be aware of how much time they have when taking a test, but sometimes this can be stressful. Ultra now provides multiple options, which can be reviewed in this FAQ.

Student Access to Instructor Feedback - Students will have access to grade feedback, regardless of how an instructor grades, including grade overrides.

Summary of Grading Annotations - A new side panel is available when providing inline feedback for student assignments. This panel summarizes all comments in one list, making it easier to view feedback in a student's submission. Note: This functionality will be rolled out over time, separately from the main updates in September.

CONTENT & ENGAGEMENT

Microsoft Immersive Reader for Ally - Ally now features a new alternative format to download. Microsoft Immersive Reader helps students improve their reading, comprehension, and grammar skills.

Prevent duplicative content of an entire course - Copying content within a course is an important feature to quickly deploy reusable structures. Ultra now includes functionality to help prevent accidental copying of an entire course within a course.

Faculty should see the latest updates in Ultra courses around September 2-3, 2022. While the September update appears light compared to earlier summer releases, Ultra continues to focus on key functionality in assessment and grading, bringing features parity closer to 95% for SP2023 and faculty course adoption for FA2023.

The next update to our Ultra test environment will take place on September 13, 2022. a club made up of both American students and international students who
want to serve and befriend the international student community at UMBC.
We provide opportunities to learn about each other’s culture, connect with the
local community, and develop lasting friendships so that students feel welcome
    at UMBC.

First,
we offer fun! There are a mix of on
campus and off campus activities such as
game room nights, food making, hiking, apple picking, visiting local landmarks,
celebrating holidays, and even having a meal in an American home.

Second,
we have volunteers who are willing to pick up or drop off students to the
airport, help with local shopping, and provide occasional rides so students can
obtain needed documents. We are eager to be a blessing and help you adjust to life in Maryland.

Finally, we provide emotional

visit local churches, to learn about what it means to be a follower of Jesus.

We look forward to seeing you there!

Fall News and Notes from the Department of American Studies

Professor Bhalla just published a co-written essay in The Journal of Asian American Studies on the state of South Asian American studies in the broader field of Asian American Studies, called The Privilege of South Asian American Studies. She also had an opportunity to write about her experiences teaching a public humanities version of her Asian American Studies course, Bringing Public Humanities to Asian American Studies for HumanitiesForAll.org. This fall she will be participating in the inaugural Breaking the Mold Leadership Initiative.

Professor Casiano will participate in the Fall Spotlight! Lecture Series hosted by the AOK Library’s Special Collections. His talk, entitled Policing Jim Crow Baltimore: Archival Insights, will draw on his book manuscript to detail how policing shaped urban governance in Baltimore during the post-Civil War Era. The talk will take place on November 9, 2022 virtually.

Professor Fouts launched, "Project Neutral Grounds: At the Intersection of People, Street Food, and the Hustle," in New Orleans this summer as part of the Whiting Public Engagement Fellowship. She will teach an upper-level undergraduate and graduate student seminar focused on preservation and development in Baltimore for AMST in Spring 2023. King is giving the opening talk Preservation for the People: The Fight for Development Without Displacement in Poppleton for Open Doors Baltimore on September 29, and is speaking at The University and the Neighborhood Conference at Wake Forest University on November 11.

And notes from our esteemed, professors emeriti:

From Professor Warren Belasco

Aside from the physical afflictions associated with the Golden Years, life is good here. The garden exults in the steamy heat and drenching t-storms, and my fig crop has exceeded all expectations. Maeve (14 mos) continues to amaze and delight us as she runs wild and free (thereby exhausting her poor overwhelmed parents, who like every other human being who has ever had children, had no idea what they were getting into.) As for my mind, I occasionally exercise it (tho not excessively) by researching and writing about my family's history, which seems to follow the eternal dialectic of trauma and triumph. I've even written and self-published a couple of books, which I distribute gratis to worthy relatives. They're a tough audience however, as they frequently complain that my words are too long.

About More Alumni Involvement: Your idea about involving the alumni more is excellent! All joking aside, I really do believe that they have amazing stories to tell, and our students will be inspired by them, as will the faculty. I still remember the wonderful alumni dinners we had. We must never forget that American Studies has transformed so many lives.

In our emails, Prof Belasco also shared two playlists that he has created, the second one is inspired by his food studies class–beloved by many students! Enjoy!

American Studies 1, on Spotify and on Apple.

Food: The Key Concepts on Spotify and on Apple.

From Professor Ed Orser:

Professor Orser and his wife Jo have moved into the Charlestown Retirement Community. As he says, “We're liking our setting a great deal here, where the campus looks like a well-maintained college campus on parents' weekend, and the community offers quite a range of activities for residents. I'm hoping to attend this fall's Bmore Historic sessions, though the move has made our plans a bit up in the air, since we had to postpone some scheduled visits with friends and family. I was quite surprised to meet up here with several of my students from my early years teaching at UMBC, when a number of my best AMST students were returning women, who had missed out on college til later in life, and typically were among my most serious and determined students.”
