News coverage of political issues tends to focus on opinions and attitudes when, in fact, there are often large bodies of research and data that can provide valuable context to news consumers as they consider which policies or candidates to support.

Sharing your knowledge of that research with journalists is one way you can help get facts and evidence into the hands of the public. But speaking to the media about hot-button issues can be intimidating, especially if you don’t have much experience.

SciLine is here to help. This September, we’re offering a lineup of virtual, half-day, no-cost media trainings—each tailored to the needs of scientists working in different topic areas that will be in the media spotlight ahead of November’s election. Trainings will be available for scientists with expertise in:

Immigration (September 5)

Energy resources and climate change (September 10)

Crime and safety (September 19)

Election security and voter behavior (September 24)

All trainings will be held from 12 noon to 4 p.m. ET (9 a.m. to 1 p.m. PT)

Through presentations, discussions, and group activities tailored to each topic area, trainings will cover:

The importance of speaking to the media;

How to use accessible language;

Basics about the U.S. media landscape and best practices for interacting within it;

Developing your core messages; and

How to handle uncomfortable interview situations.

Dear UMBC Community,

This past May, we shared with you the very sad news that Antonio Moreira, UMBC’s long-servicing vice provost for academic affairs, had died. I want to again recognize the impact of Tony’s contributions to UMBC and the tremendous loss the community has experienced.

Since May, the vice provost for academic affairs position has been vacant. I am pleased to announce the appointment of Professor Margaret Re as interim vice provost for academic affairs, effective August 1, 2024.

Reporting directly to the provost, as interim vice provost for academic affairs, Professor Re will advance UMBC’s mission by supporting the academic program review process, new program development, and instructional space use and planning, among other activities. To carry out these responsibilities, Professor Re will collaborate with divisions, academic units, and colleges across UMBC.

Professor Re joined UMBC in 1997 and is a professor of visual arts. She holds an M.F.A. in graphic design from the University of Michigan, Ann Arbor, and a B.F.A. in communication design from Virginia Commonwealth University.

Her research interests include typography, design history, and women and design. A former START and Research and Creative Achievement Council chair, Professor Re is a practicing design educator, researcher, and consultant to academic, cultural, and nonprofit institutions. She has received numerous awards and fellowships, including awards from the National Endowment for the Arts. Her scholarship has also been recognized by the American Institute of Graphic Arts, the American Association of Museums, and The Type Directors Club.

UMBC is grateful to Professor Re for her willingness to expand her capacity and continue contributing on the Academic Leadership Team in this new role. Please join us in congratulating Professor Re on her new appointment and supporting her in this important endeavor.

    MOVING TO OPPORTUNITY (MTO)
A Harvard Study to Fight Ghetto Poverty (1994-2004)

There are differences in individual economic, health, and educational outcomes across neighborhoods in the United States and [particularly] in Baltimore City, Maryland. Motivated by these disparities, the U.S. Department of Housing and Urban Development designed the Moving to Opportunity (MTO) experiment to determine whether providing low-income families assistance in moving to better neighborhoods could improve their economic and health outcomes. (Briggs et al., 2010)

The MTO experiment was conducted [between 1994 and 1998] in five large U.S. cities, involving approximately 4,600 families in high-poverty public housing projects [randomly] assigned to one of three groups. The first group [of participating families] had the option of an experimental voucher for subsidized housing, while the second group was [also] offered a housing voucher [which did require participant families] to move to a census tract with a poverty rate below 10%. The third group, a Section 8 voucher group, was offered a standard housing voucher with no additional contingencies. The control group [not given the options of vouchers] retained access to public housing.” (Briggs et al., 2010)

The MTO Study: An affirmative action plan on poverty, or a plan to create human incentives?

The definition of affirmative action, in the context of equitable allocation of socio-economic resources, is the practice or policy of favoring segments of a population belonging to groups known to have been, socioeconomically andculturally, discriminated against for periods of generations. In 2010, Xavier (et al.,) published Moving to Opportunity: However, the Story of an American Experiment to Fight Ghetto Poverty in terms of their ethnographic work, conducted with financial support from HUD, adds an in-depth qualitative dimension to the experiment findings by relating the stories of the families involved.

The Harvard researchers examined, for example, the difference between helping families leave neighborhoods with concentrated poverty and helping families escape poverty. However, what is missing is the human incentive to stay. The calculus missing from the Harvard study abstract amounted to the difference between establishing networks of macroeconomic community survival and [by extension] asuccessful microeconomic network of mobility. To understand the differential approaches [in terms of what informs practical/ realistic and sustainable, new ways of knowing, approaches to problem-solving in the Urban Black community.

(Glaude, 2016) Opining on the same argument, in her book: The Sum of Us, author, and social scientist, Heather Mc Ghee, statistically document society's practice of the value gap since the introduction of 1877-1880 Jim Crow period until this day. in the U.S. for decades Because of society’s inability to admit to this, Glaude posits its vision of democracy is distorted. part, through the intersectional application and collaborative delivery of STEM creative problem-solving solutions, will depend on the quality of service and grounding collaborative engagement with Park Circle community leadership.

Prioritizing Baltimore Youth and Now and !

The successful outcomes of the Prioritization of Baltimore City youth and young adopts will be predicated on how well we apply the principles of grounding (collaborative) engagement.

Our vision is a City that sets meaningful goals and measures its progress. The City of Baltimore has 23 measurable Indicators organized within each of the Mayor’s seven Priority Outcomes. These Indicators reflect our City’s greatest challenges. Using Outcome Stat, we are:

Creating a strategic plan for the City of Baltimore structured around the Mayor’s Priority Outcomes and Indicators.

Better aligning our existing performance management systems in a way that ensures consistency of priorities and measures, builds on our existing frameworks, and keeps Baltimore at the forefront of innovation in Government.

Engaging the City’s many community stakeholders and partners in an ongoing, collaborative process toward achieving population-level results.

Identifying multi-year targets for each of the Priority Outcome Indicators, and an action plan to help us reach those targets.

Increasing opportunities for citizen participation in the City’s strategic planning and decision-making processes.

Process Overview: (Baltimore City)

Outcomes Stat uses data-driven decision-making to align resources from all sectors in building and sustaining the best possible quality of life in Baltimore. Outcome Stat aligns strategic planning, performance management, and budgeting.

Outcome Stat begins with population accountability by asking: “What is the best strategy – what are the right things to do – to achieve the quality-of-life conditions we want?” Performance accountability follows by asking: “Are we doing those things right?”

Outcome Stat is a data-driven measure that gauges the outcomes – the quality-of-life conditions in our communities – are called “indicators.” Measures that gauge the performance of programs, agencies, and service systems are called “performance measures.”

Outcome Stat involves a disciplined approach to strategic decision making – whether seeking to improve outcomes or the performance of programs, agencies, and service systems – called “turn-the-curve thinking™.”

During the summer of 2015, Core Outcome Stat Teams worked to better understand each Indicator and begin the strategic planning process for each. The teams looked at the data for the past several years and developed a root cause analysis for each. These analyses identified a variety of factors (both positive and negative) that have contributed to the trend we are seeing in the data and are publicly available on the OutcomeStat website.
In September 2015, the Mayor held the first Outcome Stat Conference convening our many community partners. During this two-day event we discussed the current direction of the data, strategies to “turn the curve” and, and possible five-year targets. We will be continuing these conversations and partnerships throughout the upcoming budget process and ongoing Outcome Stat meetings. The Outcome Stat website will be updated as this work progresses.
Our Fiscal 2017 Budget Process used the Outcome Stat documents to guide agency budget proposals, and Outcome Leadership Team members were incorporated on budget results teams.

What's Next? Challenges to Our Project's Vision Statement.

The Africana Studies Public Internship Research Extension (ASPIRE©) and the Earned Value Entrepreneurship (EVE©) or Eve Aspire© is a university developmental entrepreneurship ecosystem. Aspire Eve integrates innovative/ disruptive approaches to Science Technology Engineering and Mathematics (STEM) syllabus-based academic problem-solving curricula extended to student-driven entrepreneurial research through internships at the Office of Community Involvement (OIC) - located in Baltimore City, Maryland. OCI's earned value entrepreneurship (Eve) ecosystem, is driven by its STEM-related social entrepreneurial career development ecosystem.

Challenges to Our Project's Mission Statement.

ASPIRE EVE INC., Office of Community Involvement conducts public research, mix-method designs, and implements STEM-based public internship problem-solving solutions that will involve a minimum of 36-48 months of continuous process improvement of the delivery of sustainable mitigation on the following three out of five of Baltimore City Mayor Brandon's priority outcomes - due to the COVID-19 public health emergency:

Prioritizing our youth, to be treated as duly recognized residents of Baltimore City, with unalienable rights as citizens of the United States - with equality of opportunity, having the means of freedom in their pursuit of happiness.

Propose remedies to issues that were directly or indirectly caused by the COVID-19 public health emergency, including remedies to address inequities exacerbated by the COVID-19. Our goal is to address two of Baltimore City Mayor Brandon Scott's priority outcomes:

Prioritizing Youth

Prioritizing Neighborhood Economic Development

The project in Park Heights that you are pursuing sounds exciting and impactful. I think it is something that the DHCD Commissioner and her Deputies will be interested in being a part of.

As we discussed, normally we would look for an application submitted via the Neighborly software portal, but since this looks like a good candidate for an Amendment, you'll need to convince the Commissioner that this should be addressed in an Amendment to the CDBG Action Plan. Eventually we will need it entered into Neighborly, but that's for later.

I am forwarding you the application for Capital funds which will provide some guidelines to your approach.

1. Section A . Contact Information: - We do not need the DUNS number at this time, but the rest of the information will be good to include.
2. Section B. Organizational Capacity - include information on previous experience with grants management and with construction/rehab project management
3. Section C. Most of this is not needed at this stage, but some reference to the organization's fiscal management will be helpful
4. Section D. Contracting Requirements - I would include since this section speaks to your ability to work with a construction firm
5. Section E. Personnel - don't include the information asked for in this section at this stage. We will ask for it later. Include the names of key personnel in the venture.
6. Section F. Project Narrative - this is an important section. I would briefly describe the training program and the proposed student population. Also describe the facility that you need to rehab - dimensions, number of rooms and their uses, special facilities and laboratories/workshops. This would be an Economic Development project, so please state that.
7. Section G. Property Information - if you have the property by then, then give as much information as you can. If you are will pursuing a property, you can mention the property(s) you are looking at, but in general, I would put TBD.
8. Section H. Capital Budget - please see and use the attached Excel Spreadsheet. This is a drop-down table in the Neighborly portal.
9. Section I. Capital Project Leveraging - tell us about any other funds you have approved or are pending - federal, state, local, charitable and private funds. Also mention if there are Saved funds that are slated to be used on this project. Ignore the in-kind for now.
10. Sections J. Conflict of Interest and K. Required Documents can be ignored.

Susan Ronk Moriarty, AICP
Pronouns: She/Her

Chief of CDBG Compliance
Department of Housing and Community Development
City of Baltimore
417 E.
