Proposed Title IX Regulations

Dear Members of the UMBC Community,

We are writing to inform you that the U.S. Department of Education Office for Civil Rights recently issued proposed amendments for the implementation of Title IX’s prohibition against sex-based discrimination, including sexual assault and sexual harassment. Title IX of the Education Amendments of 1972 prohibits sex-based discrimination in any education program or activity that receives federal funding.

The proposed amendments come in the midst of our community’s ongoing, important conversations about safety and well-being, including prevention and awareness of and response to sexual assault, sexual harassment, and other forms of sexual misconduct. While Title IX’s prohibition against sex-based discrimination remains intact, the proposed Title IX regulatory amendments seek to revise, among other matters, what constitutes sexual harassment for purposes of rising to the level of a civil rights issue under Title IX, and what triggers a school’s legal obligation to respond to incidents or allegations of sexual harassment. In light of the proposed regulations, it is important for the campus to know that the University’s focus on strengthening our response protocols, prevention and awareness efforts, and student-centered support and resources will not diminish.

Staff in the University’s Office of General Counsel are working with the Office of the Maryland Attorney General and University System of Maryland colleagues to understand how the proposed regulations relate to current Maryland law and USM policies that regulate issues of sex-based discrimination in higher education. All upcoming Title IX training at UMBC will address current standards and provide a broad overview of the proposed new rules. In addition, when more is known, Title IX staff will meet with the Retriever Courage Student and Faculty/Staff Advisory Committees to share background and discuss the potential impact of the proposed regulations on UMBC policies and practices. We will continue to be guided by our values and work to provide a safe, supportive, and equitable environment for all students and employees.

The next step in the federal rulemaking process is that the Department of Education will publish a notice of proposed rulemaking in the Federal Register, and the notice will state the date by which all comments must be submitted. Once the comment period opens, individuals and institutions may submit comments on the proposed regulations for 60 days. We will continue to monitor the regulatory process and keep the campus community updated on key developments.

We encourage those who have observed or experienced sexual violence/misconduct to seek support as needed at any time. The course will cover the same content and have the same rigor as all other sections of CMSC 201 and prepare students to continue on to CMSC 202 if they wish. As with other sections, it fulfills any major’s requirement for CMSC 201. The key difference will be that the assignments and projects will emphasize topics applicable to many non-CS disciplines, such as statistical analysis, working with large data sets, and data visualization. The catalog description is:

An introduction to computer science through problem solving and computer programming. Programming techniques covered by this course include modularity, abstraction, top-down design, specifications documentation, debugging and testing. The core material for this course includes control structures, functions, lists, strings, abstract data types, file I/O, and recursion.

The course will include a lecture from 2:30pm to 3:45pm on Mondays and Wednesdays (Section 24-LEC) and a one-hour lab on either Tuesdays 11:30-12:20 (Section 19-DIS) or Wednesdays 4:00-4:50 (Section 21-DIS).

Permission from the instructor is required to register for this section. No prior programming experience is required. The only prerequisite is that students must have completed MATH 150, 151 or 152 with a C or better; OR have MATH test placement into MATH 151; OR have completed MATH 155 with a C or better.

Do you need an Art History core or Writing Intensive class?

<Tagline>Consider ART425 Writing By & For Artists, Curators & Critics</Tagline>

The accepted prerequisite for ART425 is ART216 Studies in Visual Culture. If you will have completed ART216 by the start of the Spring semester and would like to add ART425 to your Spring schedule, email mberry@umbc.edu for a prereq override.

ART425 will be taught this Spring by Mark Durant on Tuesdays from 10am to 12:30. The course counts toward the Art History options in the Visual Arts core or as an ART elective. ART425 also satisfies the University WI (writing intensive) requirement and counts toward the upper level total.

ART 425 - Writing By and For Artists, Curators & Critics

How do artists engage in the practice of writing about their own and
others’ artwork? What are the conventions curators follow in formulating
theses statements for art exhibitions and in writing labels for the art
objects on display in a show or a museum? What is entailed in producing
an effective piece of art criticism? Students in this seminar grapple
with these questions on a practical level by reading published works by
artists, curators and critics, and by carrying out a range of weekly
writing exercises. On a more philosophical level, the goal of the course
is to become so comfortable with writing about art that to do so
becomes more of a matter of desire than duress. The course will be
conducted as a small seminar with weekly discussions and written
assignments. Note Note: individual goals may be established with the instructor.

Featured Course - Creating the Constitution (HIST 423)

<Tagline>HIST 423 is an ONLINE course during Winter Session 2019</Tagline>

“We have the oldest written constitution still in force in the world, and it starts out with three words, ‘We, the people.'” – Ruth Bader Ginsburg

More than 200 years after it was written, the U.S. Constitution remains the legal backbone of this country. First penned in 1787 (and later amended 27 times), the Constitution governs both federal and state level laws, and its original legal intent is often the topic of debate.

When Colin Kaepernick expressed his 1st amendment right to freedom of expression and knelt to protest the social injustices facing African Americans in the U.S., it is all anyone could talk about. The debates flooded our news feeds and social media timelines. Was this disrespectful? Was this appropriate? But there was one thing most people could agree on – Kaepernick had the Constitutional right to peacefully protest in any way he deemed appropriate.

HIST 423 is a fully online course and offers Social Science GEP credit. It is recommended but not required that students enrolling in this course will have taken HIST 101.

Get to know the Instructor:

Terry Bouton is a distinguished author and associate professor of History at UMBC. He is also the 2012-2015 Presidential Teaching Professor as well as a Distinguished Lecturer of the Organization of American Historians(OAH). Professor Bouton has taught courses on the American Revolution, the Early National Period and the Atlantic Revolutions of the late-18th to mid-19th century. Professor Bouton won the 2008 Philip S. Klein Book Prize as well as earned an Honorable Mention for the Fraunces Tavern Museum Book Award for his first book titled: Taming Democracy: “The People,” the Founders, and the Troubled Ending of the American Revolution(Oxford, 2007). He is currently working on a new book titled: “Foreign Founders: How European Financiers Helped Write the Constitution” which explores how the nation’s pillar has been influenced by foreign investors.

Summer Research Positions

<Tagline>Spend your summer working in your field and having fun</Tagline>

Are you a freshman? Do you want to get your Masters or Ph.D.? Are you looking for a summer job in your field? Do you want to go into academia? If the answer to any of these questions is yes (or even if it isn’t), you should consider applying for research programs over this summer! I did one between my freshman and sophomore year. It was an amazing opportunity. I got to make professional connections in my field, work under a mentor on one specialized project, and explore possible career paths. It’s a lot of fun and a great alternative to the more traditional industry internship.

So, what are summer research programs?

They are typically 12 weeks, starting in late May and ending in early August. You live on site and work every day on your own project. At the end of the summer, you present your research to your peers and other professionals! By the end of the summer, you’ve learned an incredibly specialized skill (mine was virtual reality in a web browser), and have a great experience and project to add to your resume.

But Emily, you might ask, this sounds very STEM-y. And you’re right; there are a lot of STEM opportunities (like this one, where you research space robotics). But there are also a wide range of non-stem positions to explore. Maybe you can study behavior at College Park. Maybe you want to study population health at Brown. There are so many choices; don’t discount research just because you don’t think there are options available for you.

If you’ve made it this far, you’re probably at least a little interested. So what now? As a rule of thumb, most research program applications open around now (what a coincidence) and close around February or March. That means you have all of winter break to work on your applications without having to sacrifice finals studying! When you’re looking to apply, be sure to check out the Office of Undergraduate Research website. They have a huge list of all available programs and a step by step guide to getting your first offer.

Finally, before you apply, be sure to stop by the Career Center to get your resume and personal statements reviewed! And once you land a research internship, be sure to make the most of it (and add it to your UMBC transcript) by signing up for the Career Center's Intern Success Practicum. The Practicum is zero-credit, free of cost, and can often be paired with a for-credit internship or research course.

Good luck, and have a great Thanksgiving break.
