Mandatory Title IX/Sexual Misconduct Prevention Training

Dear Members of the UMBC Community,

We are writing to update you on the implementation of mandatory Title IX/sexual misconduct awareness and prevention training that is required of all faculty, staff, and students. These required training activities expand on those already underway at UMBC.

Based on recommendations from the UMBC community, and consistent with recent changes in Maryland State law, all employees will now undergo in-person training on sexual misconduct prevention and response. All faculty and staff will also be required to complete a complementary online training module.

In response to recommendations made by students, campus leaders and consultants will also be working with the student advisory committee to develop comprehensive mandatory training for all UMBC students on sexual misconduct awareness and prevention, to supplement the training they receive during orientation and other campus programs. We will continue to update the UMBC community as the plan for the training of students is developed and implemented.

Mandatory, in-person training for faculty, staff, graduate assistants, and student leaders is scheduled as follows:

Group 1: All academic, administrative, and student leaders will undergo training on December 6, 2018 (2 sessions).
Group 2: All remaining Responsible Employees will undergo training on one of the following days: January 16, 17, 22, and 23, 2019 (13 sessions, including one evening session).
Group 3: All remaining employees will undergo training on either May 20 or May 21, 2019 (6 sessions).

All employees will soon receive a personal email containing information on which group they belong to and instructions describing how to sign up for one of the appropriate face-to-face training sessions.

Each face-to-face educational/training session will address the following topics:

Fostering an educational environment free from discrimination and harassment

Promoting a safer, more caring environment for all members of the UMBC community

Understanding the history and context of Title IX and the Clery Act

Understanding University policies and procedures for reporting, investigating, and responding to sexual and gender-based harassment and violence

Understanding campus and community resources to support reporting parties and responding parties

Understanding the difference between confidential resources and reporting options on campus and in the community

Identifying, preventing, and responding to sexual and gender-based harassment, discrimination and violence, dating and domestic violence, and stalking

Understanding reporting expectations for University employees

Responding effectively and with care to individuals who disclose that they have experienced sexual violence

In addition to the face-to-face trainings, all faculty and staff are required to complete mandatory online training. The online training module, “Not Anymore for Employees,” will take about 30 minutes and must be completed within 60 days. A link to the training will be sent separately. This online training is designed for employees in higher education institutions to help them better understand Title IX and their roles as they relate to preventing and responding to sexual misconduct. It includes UMBC-specific policies and procedures, resources, and information on how each of us can support and appropriately care for our fellow community members.

Thanks to the Training Implementation Team for their hard work in rolling out the trainings:

Hilltop Institute Relentlessly Pursues Efficient Workflow

<Tagline>Employs DocuSign as a Versatile Tool</Tagline>

The Hilltop Institute at UMBC conducts health services research on behalf of government agencies, foundations, and nonprofit organizations at the national, state, and local level. For the state of Maryland, Hilltop maintains a secure, HIPAA-compliant data repository in order to conduct sophisticated analyses of people's experiences with health and social service systems. Any Protected Health Information in this repository must undergo rigorous physical, network, and process security measures, which can mean lots of paperwork for Hilltop staff.

For example, researchers must often obtain Institutional Review Board (IRB) approval and sign Data Use Agreements (DUA) in order to access this information. DUAs provide access to this sensitive data for the purpose indicated in the IRB and DUA for a specified period of time, making time a critical factor of completing these forms. Until every participating researcher signs the document, no one can access the data, which means they need to wait before they can start working. When twenty individuals need to sign the same document, this process can take quite a while.

A few years ago, a particularly urgent form was stalling and Hilltop needed a quick and easy solution. With the help of the Division of Information Technology (DoIT), Hilltop converted the paper document to an electronic form using the E-signature platform, DocuSign. This allowed them to send the form to every user via email so that they could sign with a digital signature and submit with just a few clicks. As a result, an ordeal that could have lasted hours or even days was over in a matter minutes.

"The HIPAA regulatory environment continues to evolve, making the responsibility of compliance monitoring ever more important. Tracking signatures digitally using DocuSign has helped Hilltop address those changes." That is why Hilltop Director of Grants, Contracts, and Administration Ki So is still actively working to adopt modern technology into other areas of her business. Despite the frustration that can come with frequent system upgrades, Ki is passionate about improving efficiency and productivity, especially when it eliminates the tedious busywork that normally clogs her schedule.

Using DocuSign templates, Ki has been testing approval forms required for all purchases, reimbursements, and expenses charged to grants and/or discretionary accounts, as well as forms required by UMBC’s Asset Management to oversee equipment inventory. Allowing her to control and guide a signer’s progress through a form with tooltips, field validations and conditions, and other useful tools, DocuSign templates can significantly reduce the time Ki and other Hilltop staff spend correcting and following up on errors or mistakes.

“Overall, Hilltop's goal is to build in efficiencies using DocuSign templates to replace our internal paper routed forms,” Ki explains. By eliminating paper processes, Hilltop is creating sensible efficiency while simultaneously reducing their impact on the environment.

Researcher of the Week: Shabnam Parsa

<Tagline>Choose a great mentor & do research you're passionate about!</Tagline>

Shabnam Parsa is a Biology major, with a Music minor, who will graduate in May, 2019. She is a member of the Honors College, is a Medical Clinic Volunteer with Global Brigades, a URA Scholar, a Trauma Resuscitation Unit Volunteer at UMMC, a NAS Research Cuddler in the NICU at UMMC, and a member of Phi Delta Epsilon medical fraternity.

Title of your research project:

Male Preference for Female Size in Darter Fish. Our research focused on male preference for female size within the same species to determine whether male preference plays a part in mate choice.

Who is your mentor? Why did you choose them?

My mentor for my project is Dr. Tamra Mendelson from the Biology Department. Dr. Mendelson was my professor for Bio 142 my sophomore year which was where I learned about her lab and research. The past two years have been absolutely amazing, and she has been one of the best mentors I ever could have asked for. She has always been supportive, caring, and understanding, and I have learned a great deal under her wing.

How did you become interested in this project?

I fell in love with Dr. Mendelson’s lab and research when she began to correlate the material in her Bio 142 lectures to her research. I knew that I would not have the opportunity to conduct research focusing on evolution in medical school, so I took the initiative to allow myself to have this opportunity during my undergraduate career.

What has been the hardest part about your research/What was the most unexpected thing about being a researcher?

The hardest part about research is having the patience to conduct experiments over and over again when they fail or do not go your way. New experiments will always have a trial and error period, and you will have to continuously change your protocol to get the results you are trying to obtain. But to do this, you must have the patience to work around the difficulties that arise.

What has been the most rewarding part?

The most rewarding part is the knowledge and mentorship I have gained. There are so many aspects of evolutionary biology and ecology that I would have never fully understood just by taking an introductory course. And there are many life lessons that I have learned and been to apply to my life because of my experiences in this lab. Dr. Mendelson and the graduate students, Sam Hulse and Natalie Roberts, have taught me a great deal these past two years. I know that I can always rely on them if I am having a difficult time understanding what is going on or having a hard time with my research.

How will you disseminate your research?

I have presented this research at URCAD 2018, and will be presenting this research at ABRCMS 2018 this November!

What is your advice to other students about getting involved in research?

Make sure that when you are choosing your lab you are choosing one that interests you and that you are passionate about. There will be some weeks where you will have to get up around 5-6 in the morning to go into lab to run experiments or just to help out in lab. You will have weeks where you will spend 20+ hours in lab. There will be so many experiments that you will mess up and have to redo. All of these can take a toll, but when it encompasses what you are passionate about then it is incredibly worth it.

What are your career goals?

I am aspiring to obtain my M.D./M.P.H.

Placer notches career high vs High Point

Bimini, Bahamas —

On day two of the Bimini Jam, the UMBC men’s basketball team had a difficult challenge to face. After a double-overtime win on Friday evening against Air Force, the Retrievers had to turn around the next morning and prepare for the second day of the tournament. UMBC returned to their hotel from practice around 1 p.m., only to head out again to play a game at 8:30 p.m on Saturday.

On Saturday evening the Retrievers were set to face High Point after the Panthers narrowly beat South Dakota the night before. During warm-ups, there was a concern as sophomore-center Daniel Akin was not dressed for the game. Akin has not played thus far this season, but he had dressed for all games up until this point. But, it was confirmed that Akin had not suffered a setback on his injury. There is no timetable on Akin’s return, the team is just waiting for clearance from doctors for him to resume five-on-five basketball activities.

Another concern during pre-game was the absence of junior-guard KJ Jackson and junior-forward Arkel Lamar from the starting lineup. The two juniors were late to the teams walk-through meeting earlier in the day and as a result, they were benched to start the game,

The game began on a High Point three-pointer from the right corner and after a shot clock violation by UMBC, High Point hit another three-pointer from nearly the same spot to take an early 6-0 lead. The first UMBC points of the game came after a High Point player knocked the ball out of bounds and freshman-guard Jose Placer took an inbound pass up the middle of the paint, driving to the rim for a layup.

With around 15 minutes to go in the first half, Jackson and Lamar entered the game for the first time after being benched. Shortly after, graduate-guard Joe Sherburne hit a three-pointer to tie the game at 7-7. Neither team would find a way to pull above a one-possession lead until Sherburne hit another three-pointer which rolled around the rim anxiously before deciding to fall into the net to give UMBC a 20-14 lead. From there Air Force would go on a 10-4 run to tie the game at 24-24 with 4:04 left in the half. Each team would go scoreless over the next two-plus minutes before UMBC junior-center Sam Schweitz made a layup on an assist from Placer. Schweitz would make 1/2 free-throws a minute and a half later to make the score 27-25. With the clock winding down High Point would miss a three-pointer to end the half at that same score.

In the second half, the Retrievers once again found their groove on offense. The half started with a layup from Lamar which kicked off a 6-0 run for UMBC to start the half. After a High Point basket, junior-guard Ricky Council II would hit a three-pointer and junior-forward Max Curran would make a dunk to give UMBC a 10-point lead. The Retrievers’ lead would get to 15 after Placer made two free throws with about nine minutes left in the contest and again with 7:50 left as Schweitz made a free throw to restore the comfortable lead. The lead would reach its highest seconds later as Jackson would make a layup to increase the lead to 17 with 7:17 left. Things seemed as if they were wrapped up after sophomore-forward Brandon Horvath made a dunk with 56 seconds left to give the Retrievers a 13-point lead, but High Point would cut the lead to 8 with just over 20 seconds left. But with 11 seconds left, Placer would make a free-throw and High Point would miss a 3-pointer to end the game with a 68-59 win for the Retrievers.

Placer netted a career high and lead the team with 13 points in his first career start, subbing for Jackson. He also notched 2 rebounds and 2 assists.

The Retrievers play again Monday at 8:30 for a chance to win the Bimini Jam against High Point at 8:30.
