Donald Norris, Public Policy, in the Baltimore Sun

As the initial shock following last week’s indictment of inmates and correctional officers at the Baltimore City Detention Center gives way to more detailed analysis, the Baltimore Sun is asking what ramifications this case could have on Gov. Martin O’Malley’s future political career. “It’s a major problem that has to be fixed,” Donald F. Norris, professor and chair of public policy at UMBC, told the Sun, suggesting the debacle’s ultimate political impact will depend on how O’Malley handles it going forward. He noted, “It could tarnish O’Malley. It could also rebound in his favor.”

Robert Deluty, Graduate School, Publishes his 41st Book

Robert Deluty, associate dean of the Graduate School, has published a new book, titled “Entering Through the Window.” In his review, physician, poet, and writer Ronald Pies writes, “Robert Deluty’s poems truly do ‘enter through the window,’ surprising and sometimes startling us into new awareness. At times, we experience these short poems with the intensity of a Zen koan; at times, with the power of a perfectly timed joke, as in ‘Yom Kippur/ the quarter-Jewish man/ skipping dessert’ or ‘offered horseradish/ their teen declines, stating/ she’s a vegan.’ As we have come to expect with this prolific poet of the …

GBM: Constitution, Bylaws, Elections

<Tagline>A little information about how tonight will work</Tagline>

Hi guys,

At our GBM tonight in Commons 331, we will be voting on several important things and discussing a few others. Here's how it will work. You have a little homework to do, but don't worry, the readings aren't long.

Constitution

Our previous Constitution has become outdated due the growth and maturing of our organization. The Constitution contains the fundamental principles that govern the operation of our organization including our name and purpose, officers, elections, removal of officers, and procedure for making amendments to the constitution. Amendments to the Constitution should be very infrequent; so it must be well thought out and approved.

Below is a link to a draft of the Constitution on which we will vote tonight. Please read it so that you know what you're voting for tonight! A 2/3 vote by all members attending tonight's GBM will approve the Constitution which we will then submit to the SGA Committee for review and final approval. Please let me know about any typos that you find or disagreements you may have ahead of time so that we can breeze through the voting tonight.

https://docs.google.com/a/umbc.edu/file/d/0B0BqAhZnUlUaTTJfUkFvSWJUeWM/edit?usp=sharing

Bylaws

Like our old Constitution, the current Bylaws are inadequate and outdated. The bylaws further detail the procedures that the organization must follow. The bylaws can be changed more easily than the Constitution as the needs of the org change.

Below is a link to a draft of the Bylaws on which we will vote tonight. Please read them also! A majority vote by all members attending tonight will approve the Bylaws.

https://docs.google.com/a/umbc.edu/file/d/0B0BqAhZnUlUaR2lndEtaN1kzOWc/edit?usp=sharing

Officer Elections

To be consistent with our Constitution, all officer positions will be voted on tonight including the Captain. If you have read the Constitution, you'll notice that there is only one Captain position; however, the Bylaws provide for the appointment by the Captain of a Co-Captain and Secretary to the Captain as his staff officers. For the sake of simplicity of our elections tonight, the Captain and his staff officers (Co-Captain and Secretary to the Captain) will be permitted to run on one ticket tonight (as one item on the ballot).

Our current captains have selected their choice for and will announce tonight who they think will help guide the team well as captains next year. Their endorsement of these candidates has been well thought out and should be considered when you vote, but, of course, it is still up to you.

Nominations for all offices will be accepted from the floor tonight before voting. So, even the guys who have already indicated their interest in running will need to be nominated tonight before voting begins.

All nominees and candidates should be prepared to give a very brief speech explaining why they should be elected to office.

Thanks for reading this far! We'll see you tonight in the Commons room 331 at 7:30PM. Bring a writing utensil for voting!

P.J.

Pitcher Clark ’06, Psych, Picked Up By Orioles for Seattle Series

UMBC alumnus Zach Clark ’06, psychology, has been called up by the Baltimore Orioles to join the team for their series with the Seattle Mariners at Safeco Field in Seattle, the organization announced on yesterday afternoon.

A right-handed pitcher, Clark becomes the third Retriever to make a Major League squad, following in the footsteps of former UMBC students Jay Witasick and Wayne Franklin who combined to throw in the majors for 19 seasons.

Clark started the season with the Orioles’ Triple-A affiliate, the Norfolk Tides, after being signed to Baltimore’s 40-man roster back on October 31, 2012. He reported to the Birds’ Spring Training camp in Sarasota, Fla. in February before being assigned to Norfolk to start the regular season.

Clark has made five starts with the Tides so far this spring going 1-2 with a 4.56 ERA. In his last start, the 29-year old minor league veteran threw seven scoreless innings against Charlotte while scattering four hits. The right-hander struck out seven batters while walking just one.

Clark competed at UMBC from 2002 until 2006, when he signed as an undrafted free agent with the Orioles. While with the Retrievers, Clark made 41 starts, the third-highest total in school history, while also striking out 171 batters, the sixth-highest total for the Retrievers. In his senior year, the right-hander went 1-6 while posting a career-best 3.86 ERA. Following the season, Clark earned a bachelor’s degree in psychology from UMBC.

After signing with the Orioles in 2006, Clark was shuffled through the organization until he shored up a spot in the team’s plans last season. Following a year in which he went 10-9 with a 5.00 ERA at Double-A, the former Retriever turned around his fortunes in 2012 by winning ten of his 15 decisions and recording a 3.19 ERA for the Bowie Baysox while also making spot starts for Norfolk. He was rewarded with a spot at the Eastern League All-Star Game in early July and then earned a full promotion to the Tides in August. Ending the season with a three-hit, complete-game shutout of Gwinnett, Clark finished the season with a 5-2 mark and a 1.75 ERA in Norfolk.

The Orioles, who are in the midst of a season-long 11-game road trip, currently sit in third in the American League East with a 15-11 record, 3.5 games behind the Boston Red Sox. After Baltimore finishes this three-game series with the Mariners on Wednesday, the team heads to Los Angeles for a four-game set against the Angels before heading back to Camden Yards for a three-game home series against the Kansas City Royals on May 7-9.
