<Title>Australia: International Students' Bill of Rights</Title>

    <span>For the first time, foreign students in Australia have their own ‘bill of rights’. This follows the release by the Australian Human Rights Commission of a set of principles to promote and protect the rights of international students, which it says have too often been ignored by individuals and organisations.</span><br><br><span>Outlining the principles at an international conference in Melbourne last week, Australia’s Race Discrimination Commissioner Dr Helen Szoke said the aim was to create discussion and awareness of student rights “where sometimes it does not exist”. </span><div><span><br></span></div>
    <div>
    <span>This awareness is essential, whether in terms of the obligations of organisations working with international students, or of the support students should expect during their time here,” Szoke said.</span><br><br><span>“As we discovered during the course of our consultations [in developing the principles], the latter is particularly important, with many students not knowing where to seek help or what their entitlements might be.”</span><br><br><span>The </span><a href="http://www.humanrights.gov.au/racial_discrimination/international_students.html" rel="nofollow external" class="bo">principles</a><span> are set out under four main headings, with summary translations in 10 other languages:</span><br><ul>
    <br><li>Enhancing the human rights of international students.<br>
    </li>
    <li>Ensuring all international students have access to human rights and freedom from discrimination protections.<br>
    </li>
    <li>Understanding the diverse needs of international students.<br>
    </li>
    <li>Empowering international students during their stay in Australia. <br>
    </li>
    </ul>
    <br><span>Szoke said the principles filled a gap: they encouraged collaboration, informed the development of policies and services, and acted as a guide to individual students and student organisations. </span><br><br><span>“In short, they offer a foundation on which the international student experience can be based – not just for the benefit of the students themselves, but for the benefit of all Australians,” she said. </span><br><br><span>“They encourage a collaborative approach among all stakeholders to better promote and protect the rights of international students [and] complement recent policy and service reforms implemented by the Australian, state and territory governments which focus on international students’ individual rights and responsibilities.”</span><br><br><span>Szoke noted that international student enrolments in Australia had risen from fewer than 100,000 in 1994 to more than 550,000 last year – 74% of them undertaking higher or vocational education courses.</span><br><br><span>She said many students had saved for years for the chance to further their education; to gain skills and qualifications that might not be available in their country of origin; to pursue a particular career, “make a life or expand their children’s horizons”. </span><br><br><span>“In doing so, they forsake strong connections for a place in which they may not know a soul. They must learn quickly then to navigate a breadth of unfamiliar systems and conventions in what is often their second or third language.</span><br><br><span>“Despite this challenge – and to their credit as well as to Australia’s – what many students find is very positive, the vast majority reporting high levels of satisfaction and vindicating this country’s reputation as a popular study destination.” </span><br><br><span>But she said the “positive experience” was not shared by everyone and quoted examples of student negative reactions, including a computing student from Indonesia who said: “It is a lot more individualistic here. It’s really difficult if you don’t have friends because you don’t have many people that care about you.”</span><br><br><span>Talking about his accommodation, an engineering student from China said: “I don’t have what you call a room. Mine is a living room partition. It’s not really locked up so I prefer to call it my shack...” </span><br><br><span>Szoke said the persistence of such stories indicated that while Australians acknowledged the economic benefits of providing education services to overseas students, this sat ambivalently beside the inconsistent welcome that some new arrivals found. </span><br><br><span>Szoke was formerly a commissioner with the Victorian Equal Opportunity and Human Rights Commission at a time when Indian students in Melbourne experienced a spate of savage attacks that received wide publicity across India and resulted in a sharp fall in Indian enrolments.</span><br><br><span>She said some students experienced poverty, exclusion from health services or affordable housing, sexual harassment and exploitation, excessive transport costs, and prohibitive fees to access government schools for their children.</span><br><br><span>“These are just some of the disadvantages confronting those who rightly come expecting more. This is in addition, of course, to the occasional physical violence we know has been experienced by some in recent years; as well as the discrimination and hostility that many report.</span><br><br><span>“All this means that some international students experience life in Australia as second class members of the community, despite their hopes of a first class education. This is notwithstanding the fact that international students pay for this education; are taxed on any income they earn here; and are required to comply with domestic law like anybody else.”</span><br><br><span>She said the Human Rights Commission saw a need for “something universal” to underpin existing initiatives in its broader recognition of human rights, a document that was clear and simple, and could be applied to a range of services and situations. With the support of international students and representative organisations, the commission had created a set of broad and straightforward principles. </span><br><br><span>* </span><em>Last month the European Association for International Education adopted an <a href="http://www.eaie.org/blog/eaie-pioneers-a-global-charter-for-students-rights/" rel="nofollow external" class="bo">International Student Mobility Charter</a>, with the overall objective of keeping students safe and protected during their time studying overseas. It covers concerns such as the need to secure international students’ rights and welfare, the importance of intercultural competence and the need for information about studying and living in host countries to be easily accessible.</em>

    <p>Acquisitions no longer provides a notification service. You can search the library catalog at <a href="http://catalog.umd.edu/" rel="nofollow external" class="bo">http://catalog.umd.edu</a> periodically to find out the status of your order.</p>
    <p>We do provide a special <strong>Hold</strong> service, which allows you to request that the item you ordered be held for you at the Circulation Desk. A notice is sent to the requester indicating that the item is now in the library and on hold for him/her. If not picked-up and checked-out within 14 days the item will be moved to the stacks for general use.</p>

Easton’s <em>Star-Democrat</em> newspaper profiled the carver over the weekend.</p>
    <blockquote><p>“I became interested in carving through collecting. After collecting carvings for several years, I decided to try carving as a hobby,” says Boyle. “When my son was born, I took a year off from my job. My son will be 34 this year and I never looked back.”</p></blockquote>

<Title>A College Color Controversy</Title>

    <p>Maryland’s own Towson University is in the heat of the national spotlight.</p>
    <p>TU’s claim to fame (or shame) is the  attempt by one undergraduate to launch a White Student Union organization on campus.</p>
    <p>A senior studying U.S. History at Towson, founder Matthews Heimbach explained to the university’s newspaper, <em>The Towerlight</em>, that the Union would:</p>
    <blockquote>
    <p>…<a href="http://www.thetowerlight.com/2012/09/interest-for-white-student-union-grows/" rel="nofollow external" class="bo"><em>replicate what every student union does on campus…you have a Black Student Union who promotes black heroes; we want to do the same thing</em></a>.</p>
    </blockquote>
    <p>He also argued that the organization would serve as:</p>
    <blockquote>
    <p><a href="http://www.thetowerlight.com/2012/09/interest-for-white-student-union-grows/" rel="nofollow external" class="bo"><em>a safe space for members who have filed hate/bias reports and who have had anti-white language used against them</em></a>.</p>
    </blockquote>
    <p>With the exception of having a faculty adviser, <a href="http://www.wbaltv.com/news/maryland/education/Towson-students-discuss-controversial-White-Student-Union-proposal/-/9379316/16752130/-/x8h6poz/-/index.html?absolute=true" rel="nofollow external" class="bo">the club has met all of the requirements</a> to be formally recognized as a legitimate student organization by the Student Government Association. However, it has met with a great deal of contention, though apparently this is nothing terribly new for Heimbach.</p>
    <p>He once <a href="http://www.huffingtonpost.com/2012/10/10/white-student-union-group-towson_n_1954262.html" rel="nofollow external" class="bo">started an anti-multiculturalism, right-wing group</a> at Towson that eventually lost recognition with the resignation of its adviser. However, Heimbach is attempting to reach out to a broader audience with the White Student Union, insisting that the organization is open to everyone.</p>
    <p><a href="http://www.huffingtonpost.com/2012/10/11/white-student-union-towson-university_n_1958868.html" rel="nofollow external" class="bo">In a video interview</a> with the <em>Huffington Post</em>, he stated: “if you’re fighting for white interest, and you’re fighting to advance my culture, that’s fine. Join.”</p>
    <p>Some argue that the Union should be allowed as a club on campus, but, as Towson’s Assistant Vice President of Student Affairs for Diversity Victor Collins puts it:</p>
    <blockquote>
    <p><a href="http://articles.baltimoresun.com/2012-09-07/news/bs-md-co-white-student-union-20120907_1_white-student-union-white-identity-matthew-heimbach" rel="nofollow external" class="bo"><em>In my observation in American society and history, I don’t know if white students have been discriminated against or denied access to intuitions. This is a predominantly white institution. I don’t understand why they have to [form.]</em></a></p>
    </blockquote>
    <p>Others, rather ironically, reacted to what they viewed as racism in a rather racist manner. Said one black student during a forum on the matter:</p>
    <blockquote>
    <p><a href="http://www.wbaltv.com/news/maryland/education/Towson-students-discuss-controversial-White-Student-Union-proposal/-/9379316/16752130/-/item/0/-/15uvsn8/-/index.html" rel="nofollow external" class="bo"><em>What is white history? What is white culture? Because if you look back over history, nothing positive has come out of white history or white culture, because you’ve done nothing good</em></a>.</p>
    </blockquote>
    <p>Apparently this individual is not terribly familiar with history.</p>
    <p>Regardless of some of the misguided responses to this contentious issue, there were some students who expressed their concerns more tactfully. For instance, one white student said that he was initially excited about the prospect of a White Student Union, but he came to realize that its intentions were not as he had anticipated, stating: ”<a href="http://www.wbaltv.com/news/maryland/education/Towson-students-discuss-controversial-White-Student-Union-proposal/-/9379316/16752130/-/x8h6poz/-/index.html?absolute=true" rel="nofollow external" class="bo">I feel like this is for all the wrong reasons</a>.” </p>
    <p>What’s your view on the matter?</p>
    <p>If other ethnic groups are allowed to organize on university campuses, then should it naturally follow that white individuals be allowed to organize for the same purposes as well? Or should the idea of separating into different groups based on ethnicity be discouraged altogether to promote true equality in America? </p>
    <p>Perhaps you’re somewhere in between the two extremes, depending on the circumstances. After all, there are very few issues that can really be viewed in plain black and white.</p>

    <p>Over the weekend Felix Baumgartner broke all kinds of records with his free fall from the edges of outer space. Most impressive was how Felix broke the <a href="https://www.redbullcontentpool.com/content/international/products/red_bull_stratos_mission_accomplished_2" rel="nofollow external" class="bo">sound barrier with his own bod</a>y. </p>
    <blockquote>
    <p>After flying to an altitude of 39,045 meters (128,100 feet) in a helium-filled balloon, Felix Baumgartner completed Sunday morning a record breaking jump for the ages from the edge of space, exactly 65 years after Chuck Yeager first broke the sound barrier flying in an experimental rocket-powered airplane. The 43-year-old Austrian skydiving expert also broke two other world records (highest freefall, highest manned balloon flight), leaving the one for the longest freefall to project mentor Col. Joe Kittinger.</p>

    the fact that bwtech@UMBC Research &amp; Technology Park is partnering with
    TargetGov on the Government Contracting Institute is testimony to their vision
    of supporting business incubation, acceleration and growth,” says Gloria

    <p>Space for the courses will be limited to ensure an optimal
    learning environment. While companies in the park are encouraged to
    participate, companies outside the park are welcome as well. Forthcoming
    information will be posted on the TargetGov and bwtech@UMBC web sites.</p>

    Hemmerly, president and executive director of bwtech@UMBC, “is that it will
    help early-stage companies learn how to expand their customer base into the

    says Vic Hess, entrepreneur in residence at bwtech@UMBC. “In today’s highly
    competitive environment, businesses must plan an acceleration strategy to rise above
    the pack.” And helping early-stage companies plan this strategy is just what
