Memorial Announcement for Dr. Ryan Mutter
The UMBC Community is mourning the recent passing of Adjunct Professor, Dr. Ryan Mutter. Ryan passed away suddenly on February 14, 2023. Ryan was an alumnus of both UMBC’s M.A. program in Economic Policy Analysis and UMBC’s Public Policy Ph.D. program. He completed his undergraduate degree at William and Mary.
Ryan worked as a health economist for a variety of federal government agencies throughout his career conducting studies on topics ranging from the competitive impact of hospital mergers, to the influence on mental health from social media, to the cost effectiveness of health policy proposals. For the past four years he had been employed by the Congressional Budget Office as Principal Analyst in the Health, Retirement, and Long-term Analysis Division. He had over 75 peer-reviewed publications on issues concerning behavioral health, emergency medicine, and hospital markets.
For over 10 years, Ryan was a very popular member of the adjunct faculty within the Department of Economics and the School of Public Policy, teaching courses ranging from Principles of Microeconomics to Benefit Cost Analysis and Health Economics.
Ryan was an active member of the UMBC community since he arrived as a student around 2000. He touched the lives of countless students and members of the economics and public policy community at UMBC. His energy and enthusiasm will be sorely missed.
Ryan was a loving and dedicated husband and father to his wife Julia and his three sons, David, Levi, and Asher.
A "Celebration of Life” for Ryan will be held on Saturday, March 4th at the Sandy Spring Friends School Performing Arts Center located at 16923 Norwood Rd, Sandy Spring, MD 20860.
The celebration will occur from 10am - 2pm to allow everyone to gather and to keep occupancy a consideration. A special tribute will be given twice: once at 11am and repeated again at 1pm. Please wear happy colors. Members of the UMBC community are welcome to participate in this celebration.
