The Office of Regulatory Economics at the New York State Department of Public Service (DPS) hires entry level Economists from the eligible list of candidates who have taken and passed the NYS Professional Career Opportunities (PCO).
The primary mission of DPS is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets for clean, renewable, and distributed energy resources that benefit New York consumers, as well as product and service innovations. An Economist in our DPS’ Office of Regulatory Economics would analyze economic issues related to transitioning of wholesale and retail utility markets, including, but not limited to, measurement and mitigation of market power, incentive regulation, benefit cost analysis, measurement of marginal costs, and the development of market rules and market design changes required to implement the State’s carbon reduction and distributed energy resources goals. Our Economists also gather electric market and systems operation data and perform statistical, econometric, or economic analyses and forecasts. We participate in collaborative staff and industry efforts to develop rules, procedures and technical aspects of energy product markets.
The effort involved in taking this PCO has been greatly reduced as it is now an online, Training and Experience (T&E) examination. Candidates will not be required to take an in-person examination but will instead be graded based on the completion of an online questionnaire. While the PCO examination exam is one test that state agencies can use to fill more than 150 different entry-level professional job types across a wide range of disciplines, the Economist 1 Trainee title is considered a Select Job Title on the PCO. Given that the minimum qualifications for this title require only require a bachelor’s degree or higher with specific credit hours related to economics, the resulting eligible list for this title will be a much smaller than the general PCO eligible list, increasing a candidates’ likelihood for appointment opportunities.
