MSP told me I could finish an 80% lower.

Hey guys, so this seems like a lawyer question, but I was wondering if anybody else had encountered the question.
I didn't get a lower back before Oct. 1, so I missed out on my chance to get a "real" AR. In the law, it saws that HBARs are exempt, and MSP has said that it doesn't have to be only the Colt HBAR (so say the MDshooters armchair lawyers).
So, trying to do it on the cheap, I called the MSP barracks, and asked around, got transferred to two different barracks, and finally got to the guy who seemed to make the calls on stuff like this (his name is escaping me).
I asked him multiple times, in different ways, about the legality of finishing an 80% lower and only mating it to an HBAR upper, and he said it was legal and in the clear.
I don't really wanna be the guinea pig. What do you think?
