An article published September 13 in the Herald-Mail examines Question 1 on the November 4 Election Day ballot for Maryland voters. The legislatively referred constitutional amendment seeks to ensure money from the state’s transportation fund will be used for transportation-related bond payments and for the construction and repair of highways.
