"A Tale of Floods and Droughts: Balancing ‘Normal' and the Extremes in Reservoir Operations"

Abstract
Many of our water systems are heavily reliant on reservoirs—they get us through droughts, catch water during floods, and shift the timing of flow to meet various purposes. These services are only realized to the extent that water is actually in the reservoir when a drought starts, water is NOT in the reservoir when the flood hits, and releases are made at the appropriate times. Crafting operating rules to balance these needs has always been a challenge, but the increased magnitude and frequency of extreme events predicted under climate change will force river basin managers to look beyond approaches that have been sufficient in the past. This talk will review the current state of the art for crafting Dynamic Operating Rules, including identifying and capitalizing on the skill of hydrologic forecasts, employing collaborative modeling with stakeholders, and utilizing real-time decision support tools. Examples from a number of recent projects will illustrate each of these areas and highlight the essential role of experts from a range of environmental disciplines.
