idea about bringing back the arts to Baltimore

I had received an email from Tate Redding about a summer research experiment application opportunity. I grew up to where if you have a huge dream and project to see how far you could go with it.
What I was wondering is how the state of Maryland feels about the arts program any more besides about sports. When I was younger I went to summer camp but I never liked it. Would it be crazy to start a project came together by UMBC to start some sort of camp rock?
My little cousin was watching it and I fell in love with the idea of trying to help the community.
I know that the Baltimore Ravens are all about staying in school and helping the kids but not all kids are talented in sports for scholarships, especially kids who deserve it the most.
So would that be a crazy suggestion to try to bring up? Would you know who would be best for this out of the ordinary idea?
P.s. I know it sounds crazy but as I was looking into the information about the research experiment it sounds like great experience but not the reason why I am continuing my education but to be active and get the community involved.
