The BEAT consists of volunteers from a facility’s occupant units. They receive training and resources to help oversee immediate occupant safety during emergency conditions prior to the arrival of first responders. Team positions include:
- Designated Official (DO).* This is the senior University official from the primary occupant unit at this facility (this position may be delegated). The DO is responsible for organizing the BEAT, filling team positions, and ensuring team members attend training. The DO helps ensure the team takes immediate action in an emergency, reports occupant status to the on-scene Incident Commander and may coordinate with the UMBC Incident Management Team (IMT) when the IMT is activated. (I'll volunteer for this spot)
*Note: The DO (or designee) does NOT have Incident command. The DO oversees immediate BEAT safety actions prior to first responder arrival and reports occupant status to the Incident Commander. |
- Team Leaders. Team leaders oversee emergency actions for their facility’s DO.
- Assembly Monitors: Assembly monitors oversee accountability at assembly points and shelter areas. They may use rosters or other tools to take accountability of occupants. They encourage occupants to remain at their assembly points and shelter areas and not leave prior to a relocation order or the all-clear announcement.
- Stair Monitors. Stair monitors prevent bottlenecks in stairways during evacuations or relocations. They keep stairway doors open and unobstructed during movement. They use elevator lobbies to move occupants out of the way if first responders need to pass. They create a communication chain with the stair monitors on the floor below.
- Floor Monitors. Floor monitors move occupants on their floors to safety. They expedite the evacuation of their floors or movement to shelter areas.
- Assistance Monitors. Assistance monitors help occupants who need physical assistance to evacuate or relocate. If capable, use evacuation chairs when available.
