Did you know you could be a Federal Firearms License holder?
Why do I care about being an FFL 03?
1. You can purchase handguns and rifles and have them shipped to your house! (NOT CAMPUS!!!1, I shouldn't have to say that at this point)
2. Yes I said handguns, and you don't need a HQL, and they come to your house... no transfer fees, no 8-day waiting period, no limit of 1 regulated firearm per 30 day period.
3. You can use your FFL to register as a dealer at popular shooting sport websites and receive discounted dealer prices on ammo / accessories / etc.
What kind of firearms can I buy?
There is a specific list of firearms that the ATF has classified as C&R. The general rule is at least 50 years old.
How do I do get mine?
Its easy as 1, 2 ,3!
1. Visit ATF website, fill out 2 forms and print them
2. Write a check for $30 and mail application (good for 3 years), mail a copy without payment to your CLEO
3. Wait for enormous package of paperwork from ATF!
The first form looks scarier than it is, most of those boxes you will leave empty as you will not be in business with anyone nor allowing anyone else to act as your agent.
You must send a copy of your C&R app to your Chief Law Enforcement Officer, just call the non-emergency line and have them give you a name and address. The CLEO does not sign off on this, you are simply informing them.
Considerations:
- You must follow all of the regulations and procedures listed on the ATF's website regarding the FFL 03. You will also received a physical copy with your license.
- You must keep a bound book containing all of the C&R firearms in your collection.
- Having an FFL 03 exposes you to a maximum of one ATF audit per year. It is scheduled and its scope is limited to your C&R collection. The ATF may never audit you, it is not a guaranteed annual audit. I have never met someone who has been audited, I am sure someone has been.
- The purpose of a C&R is for collecting. It is not a license intended to be used for business. You may buy and sell C&R guns as you grow or prune your collection... it must not appear to be a source of revenue for you.
- You are still limited to 10 round magazines by SB281. You are responsible for making sure they don't get shipped to you, so communicate with your sellers.
