RT webpage color scheme enhancement

DoIT's Andrea Mocko has experimented with adjusting the color scheme for RT to have more of a UMBC look and feel.

To that end I will ask folks to take a look at our development RT to see the enhanced presentation.

If I do not get any major objections or issues we will put in place this friday, 11-21-2014

Please goto the new RT color scheme and remember this is old RT data so you may not see everything exactly like it is in production.
