Established in 2020, the Maryland Department of Legislative Service’s Legislative Fellow Program provides Graduate students a one-of-a-kind opportunity to engage in the policymaking process during the annual legislative session. Upon acceptance into the program, Fellows begin their prestigious fellowship within the halls of the Maryland Statehouse, the oldest state capitol in continuous legislative use in the nation.
During the 90-day session, Fellows collaborate with legislators and professional staff on an array of policy issues through research, writing, and analysis. In addition to impactful work and experience, Fellows build a professional network among their peers, legislative staff, and Members of the General Assembly in preparation for their post-academic career as a professional. For many Fellows, the fellowship program will be a launching pad to distinguished careers and leadership positions in government and private institutions.

The Legislative Fellows Program offers top graduate students in the Maryland, DC, Virginia, region an immersive experience in the legislative process. Fellows work alongside nonpartisan staff within the Department of Legislative Services (DLS), the professional staff agency for the Maryland General Assembly (MGA) during the General Assembly's annual 90-day legislative session (Jan – April). Duties include and assisting legal, fiscal and committee staff with their regular session duties. Fellows must be available to work in Annapolis for a minimum of 20 hrs. per week. 19 weeks (December 8, 2025 – April 17, 2026) - $5,700
14 weeks (January 12, 2026 – April 17, 2026) - $4,200
